2. The Conference also recalls the eighth to twelfth preambular paragraphs, by which the parties:

1. The Conference notes the reaffirmation by the States parties of their commitment to article VI and the eighth to twelfth preambular paragraphs of the Treaty.

Therefore, in calling for further positive steps, the Conference recalls with regret that, since the Treaty came into force, the provisions of article VI and the eighth to twelfth preambular paragraphs of the Treaty have not been completely fulfilled.]*

5. In paragraph 15 of part 1 of the Final Document, under the heading " Article VI and eighth to twelfth preambular paragraphs " , the States parties agreed on, among other things, a number of practical steps for the systematic and progressive efforts to implement article VI of the Treaty and paragraphs 3 and 4 (c) of the 1995 decision entitled " Principles and objectives for nuclear non-proliferation and disarmament " .
