On the other hand, the Sudan, being one of the least developed countries (LDCs), is still waiting for the measures called for by the Vienna Declaration and Programme of Action which would help in the utilization of the natural wealth and resources, since the free disposition called for by article 1 (2) of the Covenant would be meaningless if the country concerned has no technical and financial ability to utilize such natural wealth and resources.
