The argument has been put forth by the active participants of the mountain community – Governments, international organizations, research institutions, non-governmental organizations, individuals and scholars – that the proclamation of an international year of mountains would provide an impetus for the work still required to achieve the objective of chapter 13, namely, sustainable mountain development.

4. Awareness of the importance of mountain communities and ecosystems has increased since the adoption of chapter 13 of Agenda 21, entitled " Managing fragile ecosystems: sustainable mountain development " , at the United Nations Conference on Environment and Development in 1992.

(a) Develop and promote programmes, policies and approaches that integrate environmental, economic and social components of sustainable mountain development and strengthen international cooperation for its positive impacts on poverty eradication programmes, especially in developing countries;

The United Nations Office for Outer Space Affairs held a workshop on remote sensing for mountain areas (Kathmandu, from 15 to 19 November 2004) to explore how remote sensing, satellite communications and global navigation satellite systems can benefit sustainable mountain development projects in the future.
