Although in the past the delegations of Canada, New Zealand and Australia had maintained that the only element in the current methodology that could be considered a transparent and equitable measure of capacity to pay was net national income, they could accept the recommendation of the Committee on Contributions to base future scales on estimates of gross national product if it was part of a comprehensive set of methodological changes.
٣٩ - وأضاف أنه بالرغم من أن وفود كندا ونيوزيلندا واستراليا كانت قد تمسكت في الماضي بأن العنصر الوحيد في المنهجية الحالية الذي يمكن اعتباره مقياسا شفافا ومنصفا للقدرة على الدفع هو الدخل القومي الصافي، فإنها تقبل توصية لجنة الاشتراكات بأن تستند الجداول المقبلة إلى تقديرات الناتج القومي اﻹجمالي إذا كانت جزءا من مجموعة شاملة من التغيرات المنهجية.

8. The Committee also recalled that, in its resolution 58/1 B, the General Assembly had requested the Committee on Contributions, in accordance with its mandate and the rules of procedure of the General Assembly, to continue to review the methodology of future scales of assessments based on the principle that the expenses of the Organization should be apportioned broadly according to capacity to pay.
