At the country level, UNICEF representatives are well placed to monitor and report on the effects of sanctions on children and women.

Within this context, UNICEF suggested that the following measures be considered in the assessment of the impact of sanctions on children in third States:

UNICEF, therefore, advocates that an assessment of the impact of sanctions on children in third States be required and effectively ensured at the time sanctions are adopted, and be continued thereafter on an ongoing basis until the sanctions are lifted.

54. While sanctions were tools that the United Nations employed when it chose to do so, the Fund had urged that the impact of sanctions on children should be monitored and that humanitarian exemptions should be instituted where possible.

100. Monitoring the impact of sanctions on children. As a matter of policy, the Security Council should continue to monitor and seek to mitigate the impact of sanctions on children in all situations.
١٠٠ - رصد أثر الجزاءات على اﻷطفال: ينبغي لمجلس اﻷمن، كسياسة عامة ينتهجها، أن يواصل رصد أثر الجزاءات على اﻷطفال في جميع الحالات وتخفيف حدتها.

Proposals for sanctions should include a child-impact assessment, describing the expected impact on children and detailing whatever measures might be needed to cushion the worst effects of the sanctions on children and other vulnerable groups.
وينبغي للاقتراحات المقدمة بصدد أية جزاءات أن تتضمن تقييما لتأثيرها على اﻷطفال، يبين أثرها المتوقع على اﻷطفال ويفصّل كل ما قد تدعو الحاجة اليه من تدابير لتخفيف آثار الجزاءات على اﻷطفال وغيرهم من الفئات غير المنيعة.

He also observed that, in its resolution 52/107 of 12 December 1997, the General Assembly had specifically recommended that the impact of sanctions on children should be assessed and monitored and that those regimes should, if necessary, be subject to child-focused exceptions of a humanitarian nature.
كما لاحظ الوفد أن الجمعية العامة، في قرارها ٥٢/١٠٧ المؤرخ ١٢ كانون اﻷول/ ديسمبر ١٩٩٧، قد أوصت بوجه خاص بتقييم ورصد تأثير الجزاءات على اﻷطفال وأن هذه النظم ينبغي، عند الضرورة، أن تخضع لاستثناءات ذات طابع إنساني تركز على اﻷطفال.
