• Collective Peace-keeping

In Tajikistan the Collective Peace-keeping forces are rightly perceived as a barrier preventing incendiary sparks from the continuing bloody civil war in neighbouring Afghanistan from carrying across our southern frontier, and they are particularly welcomed as a form of protection against acts of armed terrorism.
وتعتبر طاجيكستان القوات الجماعية لحفظ السلم حاجزا يحمي حدودنا الجنوبية من شرارات الخطر التي تأتيها من النزاع الدامي المستمر في أفغانستان المجاورة، أي وسيلة لاتقاء شر الارهاب المسلح.

Furthermore, I am deeply convinced that the Collective Peace-keeping forces are entirely capable of playing a unique role as a kind of catalyst, creating vital preconditions for the delineation of a new security policy for the entire Central Asian region.
وأعتقد اعتقادا راسخا أن القوات الجماعية لحفظ السلم قادرة على أن تؤدي دورا فريدا من نوعه كحافز متميز يسهم في إنضاج الشروط اﻷساسية لوضع سياسة أمنية جديدة ﻵسيا الوسطى بأكملها.

Considering the request made by the Supreme Council and the Government of the Republic of Tajikistan for an extension of the length of the presence of the Collective Peace-keeping Forces in the territory of the Republic of Tajikistan,
وإذ تضع في الاعتبار طلب تمديد فترة وجود القوات الجماعية لحفظ السلم في اقليم جمهورية طاجيكستان، المقدم من المجلس اﻷعلى لجمهورية طاجيكستان وحكومتها،

4. For the period during which this decision remains in force, the Collective Peace-keeping Forces shall perform the following tasks:
٤ - خلال الفترة التي يظل هذا المقرر نافذا فيها، تضطلع القوات الجماعية لحفظ السلم بالمهام التالية:

Noting in this regard the stabilizing role of the Collective Peace-keeping Forces in the Republic of Tajikistan as a deterrent to the renewal of large-scale armed conflicts and a guarantor of the safety of the civilian population,
وإذا تلاحظ في هذا الصدد الدور المساعد على تحقيق الاستقرار الذي تضطلع به القوات الجماعية لحفظ السلم في جمهورية طاجيكستان باعتبارها رادعا عن تجديد المنازعات المسلحة واسعة النطاق وضامنا لسلامة السكان المدنيين،

We regard the formation of Collective Peace-keeping forces as a regional arrangement consistent with the purposes and principles of Chapter VIII of the Charter of the United Nations, and as a major contribution by the five States to the process of bringing peace and stability to the region.
وإننا نعتبر تشكيل القوات الجماعية لحفظ السلم اتفاقا إقليميا أبرم وفقا لمقاصد الفصل الثامن من ميثاق اﻷمم المتحدة ومبادئه، وهو يمثل مساهمة هامة من جانب الدول الخمس في ضمان السكينة والاستقرار في المنطقة.

We hope that the establishment of Collective Peace-keeping forces will receive moral, political and other forms of support from the international community as an effective and long-term strategy which will lead to a general improvement in the situation by de-escalating the conflict and bringing nearer a comprehensive political settlement.
وإننا نأمل أن يلقى إنشاء القوات الجماعية لحفظ السلم الدعم المعنوي والسياسي وغير ذلك من أشكال الدعم من جانب المجتمع الدولي فهذه القوات تعتبر عاملا جوهريا سيسهم لفترة طويلة في تصحيح اﻷوضاع من خلال تخفيض حدة النزاع والتوصل إلى تسوية سياسية شاملة.

In particular, they called upon the United Nations to take further steps to establish a mediation mission and to deploy, on the basis of the CIS Collective Peace-keeping Forces already in place, a full-scale United Nations peace-keeping operation with appropriate financing.
ودعوا اﻷمم المتحدة بصفة خاصة الى اتخاذ المزيد من الخطوات ﻹنشاء بعثة وساطة، ولوزع عملية كاملة لحفظ السلم تابعة لﻷمم المتحدة وبتمويل مناسب، وذلك على أساس القوات الجماعية لحفظ السلم التابعة لرابطة الدول المستقلة والموجودة حاليا.

The States parties to the Agreement of 24 September 1993 on Collective Peace-keeping Forces and Joint Measures for Their Logistical Support (hereinafter referred to as " the States parties " ),
إن الدول اﻷطراف في الاتفاق المؤرخ ٢٤ أيلول/سبتمبر ١٩٩٣ والمتعلق بالقوات الجماعية لحفظ السلم والتدابير المشتركة بشأن دعمها السوقي والتي يشار إليها من اﻵن فصاعدا بعبارة " الدول اﻷطراف " ،

5. Instruct the Ministers for Foreign Affairs of the States parties to request the Security Council and the Secretary-General of the United Nations, and also the Conference on Security and Cooperation in Europe, to consider the possibility of cooperation between the United Nations and the Conference on Security and Cooperation in Europe and the Collective Peace-keeping Forces of the States parties in the Republic of Tajikistan.
٥ - تكليف وزراء خارجية الدول اﻷطراف بأن يطلبوا من مجلس اﻷمن واﻷمين العام لﻷمم المتحدة وكذلك من مؤتمر اﻷمن والتعاون في أوروبا، النظر في امكانية التعاون بين اﻷمم المتحدة ومؤتمر اﻷمن والتعاون في أوروبا والقوات الجماعية لحفظ السلم التابعة للدول اﻷطراف الموجودة في اقليم جمهورية طاجيكستان.

Kazakhstan, Kyrgyzstan, Russia and Uzbekistan, which provided contingents to the CIS Collective Peace-keeping Forces, supported the initiative put forth in the letter from the President of Tajikistan to the Secretary-General of the United Nations of having the Organization participate in settling the conflict in Tajikistan.
وأعرب كل من كازاخستان وقيرغيزستان والاتحاد الروسي وأوزبكستان، التي شاركت جميعها بأفراد عسكريين في القوات الجماعية لحفظ السلم التابعة لرابطة الدول المستقلة، عن تأييدهم للمبادرة الواردة في الرسالة الموجهة من رئيس طاجيكستان الى اﻷمين العام لﻷمم المتحدة من أجل تعزيز مساهمة المنظمة في التوصل الى تسوية للنزاع في طاجيكستان.
