وقرر المجلس أن الوفود يلزمها مزيد من الوقت لاستعراض إعلان بيجين الصادر عن الجمعية الثانية لمرفق البيئة العالمية مع عواصمها.

Recalling the Beijing Declaration of the second GEF Assembly that confirms that the GEF will be available as a financial mechanism of the UNCCD pursuant to paragraph 21 of the Convention, should the Conference of the Parties so decide;
وإذ يشيران إلى إعلان بيجين الصادر عن الجمعية الثانية لمرفق البيئة العالمية الذي يؤكد أن المرفق سيكون متاحاً كآلية تمويل للاتفاقية عملاً بالفقرة 21 من الاتفاقية، إذا قرر ذلك مؤتمر الأطراف،

" Recalling also the decision of the World Summit on Sustainable Development to make the Global Environment Facility a financial mechanism of the Convention, and recognizing the strong commitment of the international community demonstrated by the subsequent decisions of the Second Assembly of the Global Environment Facility and the Council of the Facility in this regard,
" وإذ تشير أيضا إلى المقرر الصادر عن القمة العالمية للتنمية المستدامة بجعل مرفق البيئة العالمية آليـة مالية للاتفاقية المذكورة أعلاه، وإذ تدرك الالتـزام العميق الذي دلل عليه المجتمع الدولي إزاء المقررات التي صدرت بعد ذلك عن الجمعية الثانية لمرفق البيئة العالمية وعن مجلس مرفق البيئة العالمية في هذا الصدد،

12. We fully support the call of the WSSD to the Second Assembly of the Global Environment Facility (GEF) to designate land degradation (deforestation and desertification) as a focal area of the GEF as a means of GEF support for the successful implementation of the Convention and, consequently, to consider making the GEF a financial mechanism of the Convention.
12- نؤيد كلياً الدعوة التي وجهها مؤتمر القمة العالمي للتنمية المستدامة إلى الجمعية الثانية لمرفق البيئة العالمية لاختيار تدهور الأراضي (إزالة الحراج والتصحر) مجالاً لأنشطة المرفق كوسيلة يدعم بها المرفق التنفيذ الناجح للاتفاقية، والنظر بالتالي، في جعل المرفق آلية مالية للاتفاقية.

Participants welcomed the decision by the second Assembly of the GEF confirming the availability of the GEF as a financial mechanism of the UNCCD, as called for by the World Summit on Sustainable Development, and encouraged the COP, at its sixth session, to take appropriate action.
189- رحَّب المشاركون بقرار الجمعية الثانية لمرفق البيئة العالمية الذي يؤكد أن المرفق متاح كآلية مالية لاتفاقية الأمم المتحدة لمكافحة التصحر، وهو ما دعا إليه مؤتمر القمة العالمي للتنمية المستدامة، وشجعوا مؤتمر الأطراف على أن يتخذ إجراءً مناسباً في دورته السادسة.

For the Convention, the issue at stake was the amendment of the GEF Instrument in order to reflect developments in the relationship between the GEF and the UNCCD since the second GEF Assembly.
وكانت المسألة الأساسية المطروحة بالنسبة للاتفاقية تعديل الصك المنشئ لمرفق البيئة العالمية لكي يعكس التطورات التي طرأت على العلاقة بين مرفق البيئة العالمية واتفاقية مكافحة التصحر منذ انعقاد الجمعية الثانية لمرفق البيئة العالمية.

(e) [Give consideration to recommending that the second GEF Assembly increase the number of implementing agencies, thereby ensuring that developing country Parties have more opportunities available to them for accessing GEF funds for climate change activities aimed at implementing the guidance of the COP].

2. By its decision 6/COP.6, the COP welcomed the decision of the second GEF Assembly, held in October 2002 in Beijing, China, declaring that the GEF should be available as a financial mechanism of the United Nations Convention to Combat Desertification (UNCCD) if the COP should so decide.
2- ورحب مؤتمر الأطراف في مقرره 6/م أ-6 بالمقرر الذي اتخذته الجمعية الثانية لمرفق البيئة العالمية المعقودة في تشرين الأول/أكتوبر 2002 في بيجين بالصين، والذي أعلنت فيه أن مرفق البيئة العالمية يجب أن يكون متاحاً كآلية مالية لاتفاقية الأمم المتحدة لمكافحة التصحر، إذا ما قرر مؤتمر الأطراف ذلك.

10. With respect to the amendment to the GEF Instrument, the Council noted the concerns raised by certain constituencies with regard to the designation of the GEF as a financial mechanism of the UNCCD, as decided by the second GEF Assembly.
10- وفيما يتعلق بتعديل الصك المنشئ لمرفق البيئة العالمية، أخذ المجلس علماً بالشواغل التي أثارتها بعض الأوساط المعنية فيما يتعلق بتعيين مرفق البيئة العالمية كآلية مالية لاتفاقية مكافحة التصحر، على النحو الذي قررته الجمعية الثانية لمرفق البيئة العالمية.

1. Welcomes the decision by the World Summit on Sustainable Development in Johannesburg, South Africa, in August-September 2002, which, inter alia, recognized the complementary roles of the GEF and the Global Mechanism of the Convention in providing and mobilizing resources, and called on the second GEF Assembly to consider making the GEF a financial mechanism of the Convention;
1- يرحب بالمقرر الذي اتخذه مؤتمر القمة العالمي للتنمية المستدامة، المعقود في جوهانسبرغ بجنوب أفريقيا في آب/أغسطس - أيلول/سبتمبر 2002، والذي اعترف فيه، ضمن جملة أمور، بالأدوار المتكاملة التي يقوم بها مرفق البيئة العالمية والآلية العالمية للاتفاقية في توفير الموارد وتعبئتها وطلب فيه إلى الجمعية الثانية لمرفق البيئة العالمية أن تنظر في جعل مرفق البيئة العالمية آلية مالية للاتفاقية؛

2. Welcomes also the decision of the second GEF Assembly in October 2002, in Beijing, China, declaring that the GEF should be available as a financial mechanism of the UNCCD in those countries experiencing serious drought and/or desertification, particularly in Africa, pursuant to article 21 of the Convention, if the Conference of the Parties should so decide;
2- يرحب أيضاً بالمقرر الذي اتخذته الجمعية الثانية لمرفق البيئة العالمية في تشرين الأول/أكتوبر 2002 في بيجين بالصين، والذي أعلنت فيه أنه ينبغي إتاحة مرفق البيئة العالمية كآلية مالية لاتفاقية الأمم المتحدة لمكافحة التصحر في البلدان التي تعاني من الجفاف الشديد و/أو من التصحر، وبخاصة في أفريقيا، وفقاً للفقرة 21 من الاتفاقية إذا ما قرر مؤتمر الأطراف ذلك؛

Furthermore, the COP welcomed, in decision 6/COP.6, " the decision by the WSSD [...] which, inter alia, recognized the complementary roles of the GEF and the GM in providing and mobilizing resources, and called on the second GEF Assembly to consider making the GEF a financial mechanism of the Convention " .

The most important was the Summit's call on the Second Assembly of the Global Environment Facility (GEF) to take action on designating land degradation (desertification and deforestation) as a focal area of the GEF, and to consider making the GEF a financial mechanism of the Convention.
وأهم هذه النتائج الدعوة التي وجهها مؤتمر القمة إلى الجمعية الثانية لمرفق البيئة العالمية لاتخاذ الإجراء اللازم لاعتبار تردي الأراضي (التصحر وإزالة الغابات) أحد مجالات تركيز المرفق، والنظر في جعل المرفق آلية مالية للاتفاقية.
