While significant efforts have been made by UNODC and other providers of technical assistance, using limited resources, to provide a range of services to Member States in support of their efforts to ratify and implement the provisions of the United Nations Convention against Corruption, the assistance provided so far can best be described as piecemeal.

(c) In order to help States to build up their capacity to achieve the above, Member States, international financial institutions, UNODC and other providers of technical assistance should assist requesting States in obtaining the appropriate resources and expertise.

The Committee agreed that the entity should be implemented as a programme of the Office for Outer Space Affairs under the Director of the Office, as an open network of providers of support. The activities would be planned and carried out in a coordinated manner, initially building upon the commitments made by Austria, China and Germany.
154- ووافقت اللجنة على أن يكون إنشاء الهيئة في شكل برنامج تابع لمكتب شؤون الفضاء الخارجي يكون تحت إشراف مدير المكتب، وعلى أن تكون هذه الهيئة بمثابة شبكة مفتوحة مؤلّفة من الجهات التي تقدّم الدعم، وعلى أن تخطط الأنشطة وتنفّذ بطريقة منسّقة، تستند في البداية إلى التعهّدات المقدّمة من ألمانيا والصين والنمسا.

In its resolution 3/4, the Conference endorsed country-led and country-based, integrated and coordinated technical assistance and encouraged States, donors and other assistance providers to use the Convention and, as appropriate, other relevant international instruments as a framework for country-level dialogue to facilitate programme delivery.
50- وأقرَّ المؤتمر في قراره 3/4 برامج المساعدة التقنية المتكاملة والمنسّقة المنفذة بمبادرات قطرية وذات القاعدة القطرية، وشجَّع الدول والجهات المانحة وغيرها من الجهات التي تقدّم المساعدة على استخدام الاتفاقية وغيرها من الصكوك الدولية ذات الصلة، حسبما يكون مناسباً، كإطار للحوار على المستوى القطري بغية تسهيل تنفيذ البرامج.
