The mandate of the independent expert is to study the current state of progress in the implementation of the right to development and present these findings to the Working Group at each of its meetings.
وتتمثل ولاية الخبير المستقل في دراسة الحالة الراهنة للتقدم المحرز في إعمال الحق في التنمية وتقديم ما يتوصل إليه من نتائج إلى الفريق العامل في كل اجتماع من اجتماعاته.

The mandate of the independent expert, which was discontinued at the sixtieth session of the Commission on Human Rights, was to present to the Working Group at each of its sessions a study on the current state of progress in the implementation of the right to development as a basis for a focused discussion.
وكانت ولاية الخبير المستقل، التي أُنهيت في الدورة الستين للجنة حقوق الإنسان، تتمثل في مدّ الفريق العامل في كل دورة من دوراته بدراسة عن الحالة الراهنة للتقدم المحرز في إعمال الحق في التنمية كأساسٍ لمناقشةٍ مركزة.

2. It further welcomed the decision of the Economic and Social Council to authorize the establishment of a follow-up mechanism consisting of an open-ended working group and an independent expert with a mandate to present to the working group at each of its sessions a study on the current state of progress in the implementation of the right to development.
2- ورحبت اللجنة كذلك بمقرر المجلس الاقتصادي والاجتماعي الذي أذن بموجبه للجنة بأن تنشئ آلية متابعة تتألف من فريق عامل مفتوح العضوية وخبير مستقل يكلّف بأن يقدم إلى الفريق العامل، في كل دورة من دوراته، دراسة حول الحالة الراهنة للتقدم المحرز في إعمال الحق في التنمية.

At its fifty-fourth session, the Commission on Human Rights decided to submit for the approval of the Economic and Social Council the appointment of an independent expert with a mandate to submit to the Open-ended Working Group on the Right to Development, at each of its meetings, a study of the current state of progress in the implementation of the Declaration on the Right to Development.
١٧ - وقررت لجنة حقوق اﻹنسان، في دورتها الرابعة والخمسين، أن تعرض على المجلس الاقتصادي والاجتماعي، للموافقة، تعيين خبير مستقل، تتمثل مهمته في أن يقدم إلى الفريق العامل المفتوح العضوية المعني بالحق في التنمية، في كل جلسة من جلساته، دراسة عن الحالة الراهنة للتقدم المحرز في تنفيذ إعلان الحق في التنمية.

1. The present note is submitted in accordance with Commission on Human Rights resolution 1999/79 of 28 April 1999, in which the Commission inter alia welcomed the decision by the Economic and Social Council to authorize the establishment of an open-ended working group and the appointment of an independent expert with a mandate to study the current state of progress in the implementation of the right to development.
1- هذه المذكرة مقدمة وفقاً لقرار لجنة حقوق الإنسان 1999/79 المؤرخ 28 نيسان/أبريل 1999 الذي به رحبت اللجنة، ضمن أمور أخرى، بمقرر المجلس الاقتصادي والاجتماعي أن يأذن للجنة بإنشاء فريق عامل مفتوح العضوية وتعيين خبير مستقل يكلف بدراسة الحالة الراهنة للتقدم المحرز في إعمال الحق في التنمية.

Malaysia welcomed the decision to establish an open-ended working group to monitor and review progress in the promotion and implementation of the right to development; the decision to appoint an independent expert to report to the working group on the current state of progress in the implementation of the right to development; and the consensus resolution of the Commission on Human Rights on the right to development.
وأن ماليزيا ترحب بقرار إنشاء فريق عامل مفتوح باب العضوية لرصد واستعراض التقدم المحرز في تعزيز الحق في التنمية وإعماله؛ كما ترحب بقرار تعيين خبير مستقل يقدم تقاريره إلى الفريق العامل بشأن الحالة الراهنة للتقدم المحرز في إعمال الحق في التنمية؛ وبالقرار الذي اتخذته لجنة حقوق اﻹنسان بتوافق اﻵراء بشأن الحق في التنمية.

(a) To invite the independent expert appointed by the Chairman of the Commission to include in his study on the current state of progress in the implementation of the right to development proposals for measures that could be taken for the more effective realization of the right to development at the national and international levels, and to submit his studies to the General Assembly;
)أ( تدعو الخبير المستقل، الذي عينه رئيس اللجنــة، إلى أن يدرج في دراسته عن الحالة الراهنة للتقدم المحرز في إعمال الحق في التنمية مقترحات بتدابير يمكن اتخاذها من أجل إعمال الحق في التنمية على الصعيدين الوطني والدولي بشكل أكثر فعالية، وأن يقدم دراسته إلى الجمعية العامة؛

The Independent Expert on the right to development, Prof. Arjun K. Sengupta, presented two reports entitled " Study on the current state of progress in the implementation of the right to development " (E/CN.4/1999/WG.18/2) and an updated study (E/CN.4/2000/WG.18/CRP.1) pursuant to General Assembly resolution 54/175 and Commission of Human Rights resolution 2000/5.
