10. This was interpreted by the Department to mean that neither the Universal Periodic Review Working Group nor the Human Rights Council was entitled to waive word limits without approval by the General Assembly and a related statement of programme budget implications.

In June 2009, the Office of Legal Affairs, pursuant to a request by the Under-Secretary-General for General Assembly and Conference Management for a legal opinion regarding the authority of the Universal Periodic Review Working Group to decide on the adoption of the reports that exceed the word limits established by the General Assembly, the Office indicated that:
9 - في 9 حزيران/يونيه 2009، بيَّن مكتب الشؤون القانونية، استجابة لطلب بعث به وكيل الأمين العام لإدارة شؤون الجمعية العامة والمؤتمرات لإصدار فتوى بشأن سلطة الفريق العامل المعني بالاستعراض الدوري الشامل في البت في اعتماد تقارير تتجاوز الحدود القصوى لعدد الكلمات المنصوص عليها من قبل الجمعية العامة، ما يلي:

1. Under the terms of draft resolution A/68/L.37, the General Assembly would decide, in line with established practice with respect to other United Nations documentation, to establish word limits (10,700 words) for all documents produced by the human rights treaty bodies and further would recommend that word limits be applied for relevant stakeholders (operative paragraph 15).
١ - بموجب أحكام مشروع القرار A/68/L.37، تقرر الجمعية العامة، تمشياً مع الممارسة المتبعة في ما يتعلق بالوثائق الأخرى للأمم المتحدة، وضع حد أقصى لعدد الكلمات، هو 700 10 كلمة لجميع الوثائق التي تصدرها هيئات معاهدات حقوق الإنسان، وتوصي كذلك بأن تسري الحدود القصوى لعدد الكلمات أيضاً على الجهات المعنية؛ (الفقرة 15 من المنطوق).
