(30) ينبغي تعيين القانون المنطبق على تحديد صحة وسريان الحقوق والمطالبات القائمة وقت بدء إجراءات الإعسار، وذلك بواسطة قواعد القانون الدولي الخاص للدولة التي تبدأ فيها إجراءات الإعسار.
