39. The Rio Group also called upon the administering Powers to take measures to guarantee the inalienable right of the peoples of the Non-Self-Governing Territories to their natural resources, as well as their right to control the future exploitation of those resources.
39 - وأضاف أن مجموعة ريو تدعو الدول القائمة بالإدارة أيضا إلى اتخاذ التدابير لضمان الحق غير القابل للتصرف لشعوب الأقاليم غير المتمتعة بالحكم الذاتي في مواردها الطبيعية، وكذلك حقها في التحكم باستغلال تلك الموارد في المستقبل.

The Assembly has reiterated its conviction that territorial size, geographical isolation or limited resources should not affect the inalienable right of the peoples of those Territories to self-determination and has also emphasized that it is the responsibility of the administering Powers to create conditions in those Territories that would enable their peoples to exercise freely and without interference that inalienable right.
وقد أكدت الجمعية العامة مجددا اقتناعها بأن اعتبارات حجم الإقليم أو عزلته الجغرافية أو موارده المحدودة ينبغي أن لا تؤثر على الحق غير القابل للتصرف لشعوب تلك الأقاليم في تقرير مصيرها؛ كما شددت على أن من مسؤولية الدول القائمة بالإدارة تهيئة الظروف الكفيلة بتمكين شعوب تلك الأقاليم من ممارسة هذا الحق غير القابل للتصرف بحرية ودون تدخل.

At their Cartagena Conference, held in October 1995, the Heads of State or Government of Non-Aligned Countries had reaffirmed the inalienable right of the peoples of Non-Self-Governing Territories to self-determination and independence, in conformity with General Assembly resolution 1514 (XV) of 14 December 1960, regardless of the size, geographical location, population and limited natural resources of the Territory in question.
٣٣ - وذكرت أن رؤساء دول أو حكومات بلدان عدم الانحياز قد أكدوا من جديد في مؤتمر قرطاجنة المعقود في تشرين اﻷول/ أكتوبر ١٩٩٥ الحق غير القابل للتصرف لشعوب اﻷقاليم غير المتمتعة بالحكم الذاتي في تقرير مصيرها واستقلالها، وفقاً لقرار الجمعية العامة ١٥١٤ )د-١٥( المؤرخ ١٤ كانون اﻷول/ ديسمبر ١٩٩٦، بغض النظر عن حجم اﻹقليم المعني وموقعه الجغرافي وتعداد سكانه وموارده الطبيعية المحدودة.
