If the Governing Body does not think it necessary to communicate the complaint to the Government concerned or if it does communicate the complaint but the Government provides no statement in reply or provides an unsatisfactory statement, the Governing Body may appoint a Commission of Inquiry to consider the complaint (ibid., art. 26 (3)).
81- وإذا لم ير مجلس الإدارة ضرورة لإحالة الشكوى إلى الحكومة المعنية أو إذا قام بإحالة الشكوى دون أن تقدم الحكومة بياناً رداً عليها أو كان البيان غير مرضٍ، يجوز لمجلس الإدارة أن يعين لجنة تحقيق كي تنظر في الشكوى (المرجع نفسه، المادة 26(3)).
