The Global Ocean Observing System (GOOS), created in 1991, is led by the UNESCO Intergovernmental Oceanographic Commission and co-sponsored by the United Nations Environment Programme, WMO and ICSU.

A proposal has been prepared by the Division of Early Warning and Assessment of the United Nations Environment Programme (UNEP) and the Intergovernmental Oceanographic Commission (IOC) of the United Nations Educational, Scientific and Cultural Organization that could meet the requirements of the Regular Process.

Encourages States to use the Criteria and Guidelines on the Transfer of Marine Technology adopted by the Assembly of the Intergovernmental Oceanographic Commission of the United Nations Educational, Scientific and Cultural Organization, and recalls the important role of the secretariat of that Commission in the implementation and promotion of the Criteria and Guidelines;

Encourages States to use the Criteria and Guidelines on the Transfer of Marine Technology adopted by the Assembly of the Intergovernmental Oceanographic Commission of the United Nations Educational, Scientific and Cultural Organization at its twenty-second session, in 2003, and recalls the important role of the secretariat of that Commission in the implementation and promotion of the Criteria and Guidelines;

Takes note with appreciation of the work of the Intergovernmental Oceanographic Commission of the United Nations Educational, Scientific and Cultural Organization, with the advice of the Advisory Body of Experts on the Law of the Sea, on the development of procedures for the implementation of Parts XIII and XIV of the Convention, and notes further the resolutions adopted by the Oceanographic Commission in this regard;

Notes with appreciation the approval of the Community of Portuguese-speaking Countries' strategic workplan for the oceans, in March 2010, which will allow for a better interaction on sea matters with entities of the United Nations system, namely the Intergovernmental Oceanographic Commission of the United Nations Educational, Scientific and Cultural Organization;
