3. Shelter and security of tenure for the urban poor

Security of tenure for the urban poor must be seen as a key entry point for providing equitable access to affordable, clean and safe energy for the poor in the policy discussions of the fifteenth session of the Commission on Sustainable Development, to be held in New York in 2007.

70. Similarly, the Special Rapporteur on adequate housing as a component of the right to an adequate standard of living, and on the right to non-discrimination in this context, has produced relevant guiding principles on security of tenure for the urban poor.

Two important guidance tools were produced: the basic principles and guidelines on development-based evictions and displacement (2007) (A/HRC/4/18, annex I), and the guiding principles on security of tenure for the urban poor (2014) (see A/HRC/25/54).
