On 1 October, His Excellency Bruno Rodríguez Parrilla, Permanent Representative of Cuba to the United Nations, made his main statement during the special debate on terrorism convened by the United Nations. Following is the text of his statement:
في1 تشرين الأول/أكتوبر ألقى سعادة السيد برونو رودريغس باريّا، الممثل الدائم لكوبا لدى الأمم المتحدة، بيانا رئيسيا في المناقشة الخاصة بالإرهاب التي أجرتها المنظمة، فيما يلي نصه.

A resolution adopted this spring in Manila at the 112th IPU Assembly calls on parliaments that have not yet ratified the 12 multilateral treaties on terrorism and the relevant regional instruments to do so expeditiously and to proceed from there to incorporate the provisions of those treaties into domestic legislation.
وفي الربيع الماضي اتخذت الجمعية الـ 112 للاتحاد البرلماني الدولي، المنعقدة في مانيلا، قرارا دعت فيه جميع البرلمانات التي لم تصادق حتى الآن على المعاهدات الـ 12 المتعددة الأطراف الخاصة بالإرهاب والصكوك الإقليمية ذات الصلة، إلى أن تفعل ذلك على وجه الاستعجال وأن تمضي قدما فور ذلك لتضمين أحكام تلك المعاهدات في التشريعات الوطنية.

This action by the Government of the United States constitutes a flagrant violation of the most fundamental norms of international law, the international treaties on terrorism, to which the United States is a party, and of numerous General Assembly and Security Council resolutions, such as General Assembly resolution 46/51 and Security Council resolution 1373 (2001).
إن تصرف حكومة الولايات المتحدة يعد انتهاكا فاضحا لأبسط قواعد القانون الدولي والمعاهدات الدولية الخاصة بالإرهاب التي دخلت الولايات المتحدة طرفا فيها، وللعديد من قرارات الجمعية العامة للأمم المتحدة ومجلس الأمن، ومنها قرار الجمعية العامة 46/51 وقرار مجلس الأمن 1373 (2001).

4. Requests the Secretary-General to transmit the progress report of the Special Rapporteur to Governments, specialized agencies and concerned intergovernmental and non-governmental organizations with the request that they submit to the Special Rapporteur, as soon as possible, comments, information and data relating to the study on terrorism and human rights;
4- ترجو من الأمين العام إحالة التقرير المرحلي الذي أعدته المقررة الخاصة إلى الحكومات والوكالات المتخصصة، والمنظمات الحكومية الدولية والمنظمات غير الحكومية المعنية، طالباً منها أن تتقدم إلى المقررة الخاصة، في أسرع وقت ممكن، بما لديها من ملاحظات ومعلومات وبيانات متصلة بالدراسة الخاصة بالإرهاب وحقوق الإنسان؛

4- ترجو من الأمين العام إحالة التقرير المرحلي الإضافي الذي أعدته المقررة الخاصة إلى الحكومات والوكالات المتخصصة، والمنظمات الحكومية الدولية والمنظمات غير الحكومية المعنية، طالباً منها أن تتقدم إلى المقررة الخاصة، في أسرع وقت ممكن، بما لديها من ملاحظات ومعلومات وبيانات متصلة بالدراسة الخاصة بالإرهاب وحقوق الإنسان؛

Egypt has ratified the overwhelming majority of the international conventions relating to terrorism concluded within the framework of the United Nations.
- صدقت مصر على الغالبية العظمى من الاتفاقيات الدولية الخاصة بالإرهاب المبرمة في إطار الأمم المتحدة.

To that end, the universal signature, endorsement and enforcement by all Member States of the 12 international agreements relating to terrorism would represent a real breakthrough in ensuring the deployment of the most effective means to contain and eliminate this pandemic.
ولعل توقيع جميع الدول الأعضاء على الاتفاقيات الإثنتي عشرة الخاصة بالإرهاب والمصادقة عليها والتقيد بتنفيذ بنودها أمور تعد أفضل السبل وأنجعها لمحاصرة هذه الظاهرة والحد من آثارها.
