1. Each High Contracting Party and party to an armed conflict shall bear the responsibilities set out in this Article with respect to all cluster munition remnants in territory under its control.

(c) If the United States side remains an onlooker to the arms reinforcement and military provocations of the South Korean puppets in the south side's area of the DMZ under its control, we will take steps concerning the position of the DMZ to cope with them.
)ج( إذا ظل جانب الولايات المتحدة متفرجا على ما يقوم به الكوريون الجنوبيون العملاء في القطاع الجنوبي من المنطقة المنزوعة السلاح الخاضع لسيطرته من تعزيز لتسلحهم ومن استفزازات عسكرية، فإننا سنتخذ خطوات تتعلق بمركز المنطقة المنزوعة السلاح للتصدي لهم.

(3) In recognition of the vital requirement of any Party to the conflict in the defence of its national territory against invasion, derogation from the prohibitions contained in sub-paragraph (1) of this paragraph may be made by a Party to the conflict within such territory under its own control where required by imperative military necessity.
(3) مراعاةً للمتطلبات الحيوية لأي طرف في نزاع يسعى للدفاع عن إقليمه الوطني ضد الغزو، يمكن لطرف نزاع أن يحيد عن المحظورات الواردة في الفقرة الفرعية (1) من هذه الفقرة في نطاق هذا الإقليم الخاضع لسيطرته إذا أملت ذلك ضرورة عسكرية ملحة.
