The Advisory Committee notes that the report of the panel would be reviewed by the entire Tribunal, with the exception of the judge under investigation, and if there were a unanimous opinion that the allegation of misconduct or incapacity were well founded, the President of the Tribunal would report the matter to the General Assembly and request the removal of the judge (A/63/314, para. 78).
