The independent eminent experts consider their work as complementary to that of the two other mechanisms established in the aftermath of the World Conference, namely the Intergovernmental Working Group on the Effective Implementation of the Durban Declaration and Programme of Action and the Working Group of Experts on People of African Descent.

The eminent experts on the implementation of the Durban Declaration and Programme of Action, at the conclusion of their first meeting from 16 to 18 September 2003, adopted a paper expressing their views.

4. Since their appointment, the independent eminent experts have held two meetings, respectively from 16 to 18 September 2003 (E/CN.4/2004/112) and from 21 to 23 February 2005 (E/CN.4/2005/125).

As indicated in the note by the Secretariat submitted to the Council at its twenty-fifth session (A/HRC/25/70), the independent eminent experts held their third meeting on 4 February 2014 and will therefore submit the report on the meeting to the Council for its consideration at its twenty-sixth session (A/HRC/26/56).

Such an optional protocol could deal with definitions of new racist crimes, a general prohibition of discrimination, human rights education to promote racial harmony, discrimination against workers in the informal economy and Internet crimes, and set up criteria for the annual publication of a " racial equality index " as proposed by the independent eminent experts.
