١- تضمنت الفقرة ٢ من المادة ٤٢ من اتفاقية مكافحة التصحر النص على أن " يضع مؤتمر اﻷطراف قائمة بأسماء خبراء مستقلين من ذوي الخبرة الفنية والتمرس في الميادين ذات الصلة ويحتفظ بهذه القائمة.

Nominees shall have expertise and experience in fields relevant to combating desertification and mitigating the effects of drought.
ويكون المرشحون من ذوي الخبرة الفنية والتمرس في الميادين ذات الصلة بمكافحة التصحر وتخفيف آثار الجفاف.

أولاً- معلومات أساسية 1- تنص الفقرة 2 من المادة 24 من اتفاقية الأمم المتحدة لمكافحة التصحر على أن " يقوم مؤتمر الأطراف بوضع وتحديث قائمة بأسماء خبراء مستقلين من ذوي الخبرة الفنية والتمرس في الميادين ذات الصلة " .

3. Invites Parties to submit in writing, through diplomatic channels, nominations of independent experts with expertise and experience in the relevant fields for the roster referred to in paragraph 2 of article 24 of the Convention, taking into account the need for a multidisciplinary approach, an appropriate gender balance and a broad and equitable geographic distribution;
٣ - تدعو اﻷطراف إلى أن تقدم كتابة، عن طريق القنوات الدبلوماسية، ترشيحات الخبراء المستقلين من ذوي الخبرة الفنية والتمرس في الميادين ذات الصلة لوضعها على القائمة المشار إليها في الفقرة ٢ من المادة ٢٤ من الاتفاقية، على أن توضع في الحسبان الحاجة إلى نهج متعدد التخصصات، والتوازن الملائم بين الجنسين، والتوزيع الجغرافي العادل والواسع النطاق؛
