Pursuant to Economic and Social Council resolution 1989/64, the fifth quinquennial report also included information regarding the implementation of the Safeguards guaranteeing protection of the rights of those facing the death penalty, thus combining the reports on the death penalty with reports on the implementation of the Safeguards previously submitted to the former Committee on Crime Prevention and Control.
وعملاً بقرار المجلس الاقتصادي والاجتماعي 1989/64، شمل التقرير الخمسي الخامس أيضاً معلومات عن تنفيذ الضمانات التي تكفل حماية حقوق الذين يواجهون عقوبة الإعدام، ومن ثم جمع بين التقارير المتعلقة بعقوبة الإعدام وما كان يقدم سابقاً من تقارير عن تنفيذ الضمانات إلى لجنة منع الجريمة ومكافحتها سابقاً.

وعملا بقرار المجلس الاقتصادي والاجتماعي ٩٨٩١/٤٦، شمل التقرير الخمسي الخامس معلومات عن تنفيذ الضمانات التي تكفل حماية حقوق الذين يواجهون عقوبة اﻹعدام، ومن ثم جمع بين التقارير المتعلقة بعقوبة اﻹعدام وما كان يقدم سابقا من تقارير عن تنفيذ الضمانات إلى لجنة منع الجريمة ومكافحتها سابقا.

85. Since relatively few retentionist States participated in the sixth survey, it was not possible to provide the kind of detailed information on the observance of safeguards that was contained in the fifth quinquennial report (E/1995/78, annex III) and in previous reports.
85- وبما أن قلة من الدول المبقية على عقوبة الاعدام شاركت في الدراسة الاستقصائية السادسة، فلم يتسن توفير ذلك النوع من المعلومات التفصيلية بشأن مراعاة الضمانات الواردة في التقرير الخمسي الخامس (الوثيقة E/1995/78، المرفق الثالث)(39) وفي التقارير السابقة.

ويرد شرح مفصّل لمفهوم تعميم مراعاة منظور الإعاقة في التنمية في تقرير الأمين العام عن الاستعراض والتقييم الخمسي الخامس لبرنامج العمل العالمي المتعلق بالمعوقين().

Having considered the fifth quinquennial report of the Secretary-General on capital punishment and the implementation of the safeguards guaranteeing the protection of the rights of those facing the death penalty, E/1995/78 and Add.1 and Add.1/Corr.1. submitted to it in pursuance of its resolution 1990/51 and its decision 1994/206 of 3 February 1994,
وقد نظر في تقرير اﻷمين العام الخمسي الخامس عن عقوبة اﻹعدام وتنفيذ الضمانات التي تكفل حماية حقوق الذين يواجهون عقوبة اﻹعدام)١٤٨(، الذي قدم إلى المجلس عملا بقراره ٠٩٩١/١٥ ومقرره ٤٩٩١/٦٠٢ المؤرخ ٣ شباط/فبراير ٤٩٩١،

A report of the Secretary-General on this subject was also submitted to the Commission on Crime Prevention and Criminal Justice at its fifth session in 1996 (E/CN.15/1996/19), which consolidated the information contained in the fifth quinquennial report with additional information received up to March 1996.
كذلك قدم تقرير للأمين العام عن هذا الموضوع إلى لجنة منع الجريمة والعدالة الجنائية في دورتها الخامسة في عام 1996 (E/CN.15/1996/19) وهو التقرير الذي دعم المعلومات الواردة في التقرير الخمسي الخامس بالمعلومات الإضافية التي وردت حتى آذار/مارس 1996.

The fifth quinquennial report, covering the period 1989-1993, was therefore the first such report to deal not only with the question of capital punishment but also the question of the implementation of the safeguards guaranteeing protection of the rights of those facing the death penalty (E/1995/78 and Add.1 and Corr.1).
6- ولهذا فان التقرير الخمسي الخامس الذي يغطي الفترة من 1989 الى 1993 كان أول تقرير من هـذا القبيـل لا يتناول مسألة عقوبة الاعدام فحسب بل يتناول أيضا مسألة تنفيذ الضمانات التي تكفل حماية حقوق الذين يواجهون عقوبة الاعدام (E/1995/78 وAdd.1 وCorr.1).

Regarding the issue of the death penalty and respect for the safeguards guaranteeing the rights of those facing the death penalty, the Centre for International Crime Prevention submitted the fifth quinquennial report to the Economic and Social Council in 1995.
٥١ - وفيما يتعلق بقضية عقوبة الاعدام واحترام الضمانات التي تكفل حماية حقوق أولئك الذين يواجهون هذه العقوبة ، قدم مركز منع الجريمة الدولية التقرير الخمسي الخامس الى المجلس الاقتصادي والاجتماعي في ٥٩٩١ .
