ولدى اعتماد نظامه الداخلي المدرج في الوثيقة CCW/AP.II/CONF.6/2، علَّق المؤتمر العمل بالمادة 12 واتفق على الاكتفاء بتطبيق الفقرة 5 من المادة 13 فقط ريثما يتم التوصل إلى اتفاق بشأن معالجة التناقض القائم بين المادة 12 من النظام الداخلي والفقرة 5 من المادة 13 من البروتوكول الثاني المعدل.

11. The Committee decided to draw the General Assembly’s attention to paragraphs 6, 7 and 8 of its decision 34/401 and to rules 72 and 114 of the rules of procedure and paragraph 22 of annex VI thereto for appropriate action in plenary meeting and in the Main Committees.
١١ - قرر المكتب أن يوجه انتباه الجمعية العامة إلى الفقرات ٦ و ٧ و ٨ من مقررها ٣٤/٤٠١ وإلى المادتين ٧٢ و ١١٤ من النظام الداخلي والفقرة ٢٢ من مرفقه السابع لاتخاذ اﻹجراء المناسب في الجلسات العامة وجلسات اللجان الرئيسية.

19. With a view to streamlining the procedures of the General Assembly and as another cost-saving measure, the General Committee, in connection with the length of statements, may wish to draw the attention of the Assembly, as it did at recent sessions, to rules 72 and 114 of the rules of procedure and paragraph 22 of annex VI thereto for appropriate action in plenary meeting and the Main Committees.
١٩ - وبغية تبسيط إجراءات الجمعية العامة وكتدبير آخر للاقتصاد في التكاليف، قد يود المكتب، فيما يتعلق بطول البيانات، أن يوجه انتباه الجمعية، كما فعل في الدورات اﻷخيرة، إلى المادتين ٧٢ و ١١٤ من النظام الداخلي والفقرة ٢٢ من مرفقه السادس بشأن اﻹجراءات المناسبة في الجلسات العامة واللجان الرئيسية.

23. Furthermore, in connection with the length of statements, with a view to streamlining the procedures of the General Assembly and as a cost-saving measure, the General Committee draws the attention of the Assembly, as it did at recent sessions, to rules 72 and 114 of the rules of procedure and paragraph 22 of annex VI thereto for appropriate action in plenary meeting and the Main Committees.
٣٢ - وعلاوة على ذلك، وبالنسبة لمدة البيانات، فإنه تبسيطا ﻹجراءات الجمعية العامة وكتدبير للاقتصاد في التكلفة، يوجﱢه المكتب انتباه الجمعية العامة، كما فعل في الدورات اﻷخيرة، إلى المادتين ٧٢ و ١١٤ من النظام الداخلي والفقرة ٢٢ من مرفقه السادس بشأن اﻹجراءات المناسبة في الجلسات العامة واللجان الرئيسية.

Rule 27 of the rules of procedure and paragraph 16 of the CDM modalities and procedures stipulate that meetings of the Executive Board shall be open to attendance, as observers, by all Parties and by all UNFCCC accredited observers and stakeholders, except where otherwise decided by the Board.
52- وتنص كل من المادة 27 من النظام الداخلي والفقرة 16 من طرائق وإجراءات الآلية على أن تكون اجتماعات المجلس التنفيذي مفتوحة لحضور جميع الأطراف وجميع المراقبين المعتمدين التابعين للاتفاقية الإطارية بشأن تغير المناخ وأصحاب المصلحة، بصفة مراقبين، إلا في الحالات التي يقرر فيها المجلس التنفيذي خلاف ذلك.

In confirming its Rules of Procedure, as contained in annex II of the final document of the First Conference (CCW/P.V/2007/1) and given that the Sixth Conference in paragraph 42 of its final document had agreed to address the contradiction between Rule 12 of the Rules of procedure and paragraph 3 of Article 10, it was agreed that Rule 12 would be suspended.
ولدى تأكيد المؤتمر نظامه الداخلي، بصيغته الواردة في المرفق الثاني من الوثيقة الختامية للمؤتمر الأول (CCW/P.V/2007/1) ونظراً إلى أن المؤتمر السادس قد وافق في الفقرة 42 من وثيقته الختامية على التصدي للتعارض بين المادة 12 من النظام الداخلي والفقرة 3 من المادة 10 من البروتوكول الخامس، اتُفق على وقف العمل بالمادة 12 من النظام الداخلي.

Furthermore, in connection with the length of statements, with a view to streamlining the procedures of the General Assembly and as a cost-saving measure, the General Committee draws the attention of the Assembly, as it did at recent sessions, to rules 72 and 114 of the rules of procedure and to paragraph 22 of annex VI thereto for appropriate action in plenary meetings and meetings of the Main Committees.
