41. The Committee takes note of the information provided by the State party during the dialogue, that children have the formal possibility to form associations in the State party.

63. While noting the information provided by the State party during the dialogue about its plan to introduce a community-based treatment for children with drug addiction, the Committee is highly concerned about:

The Committee welcomes the assurances given by the State party during the dialogue that the ratification of the Optional Protocol to the Convention on the Rights of the Child on the sale of children, child prostitution and child pornography is imminent and that steps have been taken to ratify the Optional Protocol on the involvement of children in armed conflict.

22. The Committee notes the information provided by the State party during the dialogue that some anti-trafficking prevention programmes, carried out in collaboration with NGOs and with the participation of the media, and measures to identify the root causes of and extent of the problems exist.

However, the Committee remains concerned by reports that, as a result of the application of the Dublin II Regulation, asylum seekers are systematically detained for the entire duration of the asylum procedure and by the information provided by the State party during the dialogue, according to which, asylum seekers may be deprived of their liberty for as long as 9 months in such cases (arts. 11 and 16).

While noting the information provided by the State party during the dialogue of the current reform of the juvenile justice system, the Committee reiterates its concern (CRC/C/15/Add.249, para. 76, 2005) about the lack of an effective juvenile justice system in the State party.

(11) The Committee notes the information, provided by the State party during the dialogue, on human rights education in the regular school curricula; however it regrets that human rights education/peace education may not be an element of the curricula of all schools at all levels.

The Committee welcomes the information provided by the State party during the dialogue about the ongoing elaboration by the National Council for Childhood and Motherhood (NCCM), in partnership with UNICEF, of a comprehensive ten-year National Plan of Action for Children and which will give priority to pertinent child protection issues, including child labour, poverty alleviation and children in street situations.

18. The Committee, while noting information provided by the State party during the dialogue that persons under 18 years of age cannot take direct part in hostilities, nevertheless remains concerned that the State party fails to fully comply with article 2 of the Optional Protocol by designating persons below 18 years for compulsory recruitment.
