While the Committee welcomes all the efforts made by the State party in the context of the Programme on Juvenile Justice Reform to bring about positive changes in its juvenile justice system, the Committee is concerned at the lack of courts with specialized juvenile judges and that judges and lawyers lack appropriate training for the application of the Convention.

In line with its general recommendation No. 31 (2005) on the prevention of racial discrimination in the administration and functioning of the criminal justice system, the Committee recommends that the State party in the context of the reform of its judicial system:

37- واللجنة، إذ تلاحظ التزام الدولة الطرف في سياق الاستعراض الدوري الشامل (الفقرة 3 من الوثيقة A/HRC//13/17/Add.1)، توصي بأن تنظر الدولة الطرف في التصديق في أقرب وقت ممكن على البروتوكول الاختياري لاتفاقية مناهضة التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة.

6.5 With regard to article 11, the Committee recalls its recommendation to the State party in its concluding observations, in which it urged the State party to provide for the establishment of a national register of prisoners and to guarantee the right of prisoners to have access to a doctor and to communicate with their family.
