15. The Committee is seriously concerned that the State party has not established a comprehensive data collection system to enable the identification, recording, referral and follow-up at the national and local levels of all offences covered by the Optional Protocol and to analyse and assess progress in the implementation of the Optional Protocol.

9. The Committee expresses its concern that the State party has not established permanent mechanisms for consulting organizations of persons with disabilities, in accordance with article 4, paragraph 3, of the Convention, when adopting plans, policies and legislation to give effect to the Convention.
9- وتعرب اللجنة عن انشغالها لأن الدولة الطرف لم تنشئ آليات دائمة للتشاور مع منظمات الأشخاص ذوي الإعاقة، وفقاً للفقرة 3 من المادة 4 من الاتفاقية، فيما يتعلق باعتماد السياسات والتشريعات الرامية إلى تنفيذ الاتفاقية.
