10 - تدرك أن الدورة الاستثنائية بشأن مشكلة المخدرات العالمية، المزمع عقدها في عام 2016، تمثل فرصة لإجراء نقاش رفيع المستوى وواسع النطاق بين الدول الأعضاء يمهد السبيل إلى الموعد المستهدف في عام 2019، ضمن إطار الاتفاقيات الدولية الثلاث لمراقبة المخدرات وسائر الصكوك الدولية ذات الصلة، من أجل المضي في تنفيذ الالتزامات والغايات المبينة في الإعلان السياسي وخطة العمل؛

3. Assert that the world drug problem is most effectively addressed in a multilateral setting and that the three international drug control conventions and other relevant international instruments remain the cornerstone of the international drug control system, and urge all Member States that have not yet done so to consider taking measures to ratify or accede to those instruments;
3- نُجزِم بأن الأسلوب الأنجع لمعالجة مشكلة المخدرات العالمية إنما يكون ضمن نسقٍ متعدد الأطراف، وبأن الاتفاقيات الدولية الثلاث لمراقبة المخدرات() وسائر الصكوك الدولية ذات الصلة لا تزال هي الركن الأساسي لنظام المراقبة الدولية للمخدرات، ونحثّ جميع الدول الأعضاء، التي لم تنظر بعدُ في اتخاذ التدابير اللازمة للتصديق على تلك الصكوك أو الانضمام إليها، على القيام بذلك؛

UNODC also supports and promotes the implementation of the three international drug control conventions, the United Nations Convention against Transnational Organized Crime (General Assembly resolution 55/25, annex I) and the Protocols thereto, the United Nations Convention against Corruption (Assembly resolution 58/4, annex) and the 12 international instruments against terrorism.
