101. Assisting Governments in becoming parties to the international drug control treaties and implementing their provisions play a central role in the strategy of UNDCP.
101- ان مساعدة الحكومات على أن تصبح أطرافا في المعاهدات الدولية لمراقبة العقاقير وعلى تنفيذ أحكام تلك المعاهدات تؤدي دورا مركزيا في استراتيجية اليوندسيب.

Taking into account the crucial role of the Board in the implementation of the international drug control treaties, and given the technical complexity of the problem of ATS, the Board, possibly with the support of an advisory expert group, should consider the following issues:
٣٤ - واذا ما وضع في الحسبان الدور الحاسم الذي تقوم به الهيئة في تنفيذ المعاهدات الدولية لمراقبة العقاقير المخدرة ، وباعتبار التعقيد التقني الذي تتسم به مشكلة المنشطات اﻷمفيتامينية ، ينبغي للهيئة أن تنظر في المسألتين التاليتين ، ربما بالاعتماد على مساندة فريق خبراء استشاري :

" Such initiatives would undermine the international drug control system and jeopardize the implementation of the existing international drug control treaties, which constitute the cornerstone of that system. " (E/1993/29, para. 44)
وأن تعرض للخطر تنفيذ ما هو نافـــذ اﻵن مـن المعاهــدات الدولية لمراقبة العقاقير المخــدرة، التي تشكــــل حجـــــر الزاويــة لذلك النظام " . )E/1993/29، الفقرة ٤٤(

113. Finally, in respect of cannabis, the most widely trafficked illicit drug worldwide, Governments may wish to give greater priority to halting cannabis production and combating cannabis trafficking, in line with their obligations under the relevant international drug control treaties.
113- وأخيرا، وفيما يتعلق بالقنب الذي هو العقار غير المشروع الذي يتجر به على أوسع نطاق في العالم، ربما ترغب الحكومات في إعطاء مزيد من الأولوية لوقف إنتاج القنب ومكافحة الاتجار به، وفقا لالتزاماتها بموجب المعاهدات الدولية لمراقبة العقاقير ذات الصلة.
