At their Sixteenth Conference of Heads of State or Government, the States members of the Movement had reaffirmed the need to promote and protect all human rights and fundamental freedoms, in particular the right to development, through constructive international dialogue and cooperation, capacity-building and technical assistance.

The draft resolution was a genuine attempt to fulfil the aspirations of all the peoples of the States members of the Movement for development and prosperity, and the Movement appreciated the constructive engagement of the majority of delegations, including the European Union, during the negotiation process.

628. The Ministers noted the challenges to development that exist for a number of Member States of the Movement in relation to the international energy market.
