In the light of the above, member States of the Arab League express their reservations on the approach adopted in the draft resolution.
وفي ضوء ما سبق، تعرب الدول الأعضاء في جامعة الدول العربية عن تحفظها على منهج هذا القرار.

In view of all this, the member States of the Arab League believe that it is necessary to take their concerns into consideration effectively and in a manner that would guarantee universal participation in the Register so that the Register can play its role as a means of early warning and a mechanism of confidence-building that can be counted upon.
وفي ضوء ما سبق، ترى الدول الأعضاء في جامعة الدول العربية أن من الواجب معالجة بواعث قلقها المذكورة أعلاه بفعالية وبصورة تضمن المشاركة العالمية في السجل، وبالتالي قيام السجل بالدور المسند إليه بوصفه وسيلة لبناء الثقة وآلية للإنذار المبكر يمكن الاعتماد عليها.

In this context the member States of the Arab League consider that despite the very small progress recommended by the group of governmental experts this year, the concerns of the Arab States still exist. The scope of the Register should be expanded, especially as the experience of recent years has demonstrated that limiting the Register to only seven categories of weapons alone will not lead to the participation of all countries.
وفي هذا السياق، ترى الدول الأعضاء في جامعة الدول العربية أنه، وبالرغم من التطور الضئيل الذي أوصى به فريق الخبراء الحكومي لهذا العام، فإن شواغل الدول العربية ما زالت قائمة، وترى وجوب توسيع نطاق السجل، لا سيما أن تجربة السنوات الماضية أثبتت أن السجل المنحصر في سبع فئات من الأسلحة التقليدية لن يجلب مشاركة على الصعيد العالمي.

In light of all this, the States members of the Arab League express their reservations about the draft resolution's methodologies and the proposal to create a group of governmental experts.
في ضوء ما سبق، تعرب الدول الأعضاء في جامعة الدول العربية عن تحفظها على منهج هذا القرار، وعن تحفظها على فريق الخبراء المقترح إنشاؤه.

States members of the Arab League believe that it is important to expand the Register, especially given that recent experience proves that the Register, which is limited to seven categories of conventional arms, will not be implemented with universal participation.
كذلك ترى الدول الأعضاء في جامعة الدول العربية ضرورة توسيع نطاق السجل، لا سيما أن تجربة السنوات الماضية أثبتت أن السجل المنحصر في سبع فئات من الأسلحة التقليدية لن يجري تنفيذه بمشاركة على الصعيد العالمي.

The States members of the Arab League support transparency in armaments as a measure for consolidating peace and security worldwide, because they are convinced that such transparency must be governed by basic principles that are clearly determined, balanced, all-encompassing, non-selective and aimed at the consolidation of international, regional and national security, in keeping with international law.
تؤيد الدول الأعضاء في جامعة الدول العربية الشفافية في التسلح كإحدى وسائل تعزيز السلم والأمن الدوليين، وتؤمن بأنه لنجاح أي آلية للشفافية لا بد وأن تسترشد بمبادئ أساسية محددة تكون متوازية وشاملة وغير تمييزية، تعزز من الأمن القومي والإقليمي والدولي لكافة الدول وفقا للقانون الدولي.
