1 - إعادة تأكيد التعهد الصريح الذي قطعته الدول الحائزة للأسلحة النووية على نفسها بالإزالة التامة لترساناتها النووية، مما يؤدي إلى نـزع السلاح النووي، وهو الأمر الذي تلتزم به جميع الدول الأطراف بموجب المادة السادسة من المعاهدة.

Despite the expectation by the international community that the successful outcome of the 2000 Review Conference would lead to the fulfillment of the unequivocal undertaking given by the nuclear weapon states as well as the full implementation of the 13 practical steps, very little progress has been made.
وعلى الرغم من أن المجتمع الدولي قد توقع أن تؤدي النتائج الناجحة التي تمخض عنها مؤتمر الاستعراض لعام 2000 إلى الوفاء بالتعهد الصريح الذي قطعته الدول الحائزة للأسلحة النووية على نفسها والتنفيذ الكامل للخطوات العملية الثلاث عشرة، فلم يحرز في هذا الصدد سوى القليل من التقدم.
