They discussed how to provide coordinated support to the Libyan people and recognized the need to initiate a United Nations-led assessment of immediate post-conflict needs as soon as possible. That would be carried out through working closely with legitimate intermediaries who represented the needs of the Libyan people, bilateral and regional partners and international organizations, including the League of Arab States and the African Union.

At the third consultative meeting, the African Union proposed that a conference on agriculture and food security be organized between the League of Arab States and the African Union at senior expert level, to be held in 2008. As well as the relevant agencies of the African Union, AOAD, the Arab Authority for Agricultural Investment and Development (AAAID) and BADEA would also participate.

In further preparation for the next round of talks, on 24 September the Government of Qatar convened a ministerial-level meeting of the Steering Committee of the League of Arab States and the African Union in the margins of the General Assembly to discuss the Darfur peace process, including reunification efforts by the rebels, and the upcoming elections in the Sudan.

The Government of the Sudan, for its part, and the partners (the United Nations, the League of Arab States and the African Union) completed all the preparations necessary for the implementation of the campaign in South Kordofan and Blue Nile by preparing a detailed plan, a declaration of a cessation of hostilities by the Government (1-12 November 2013) and a plan for the delivery of vaccines by land and air.
