Regretting the persistence of the three Western States in refusing to respond to the efforts and endeavours aimed at reaching a settlement on the basis of the principles of international law and within a framework of mutual understanding and constructive dialogue,
- وإذ يأسف ﻹصرار الدول الغربية الثلاث على موقفها الرافض للتجاوب مع المساعي والجهود المبذولة من أجل إيجاد تسوية على أساس مبادئ القانون الدولي وفي إطار التفاهم والحوار البنﱠاء،

2. To call on the three Western States to respond to the practical proposal contained in League Council resolution 5373 and aimed at achieving a peaceful settlement of the crisis and avoiding any escalation of the situation that might exacerbate tension in the region;
٢ - دعوة الدول الغربية الثلاث للاستجابة للمقترح العملي الذي تضمنه قرار مجلس الجامعة رقم ٥٣٧٣، بهدف إيجاد تسوية سلمية لﻷزمة وتفادي أي تصعيد في الموقف من شأنه زيادة التوتر في المنطقة.

Expressing its appreciation for the positive initiatives made by the Great Jamahiriya to solve the ongoing crisis with the three Western States in accordance with the provisions of international law without compromising respect of its sovereignty,
- وإذ يعرب عن تقديره للمبادرات الايجابية التي تقدمت بها الجماهيرية العظمى لحل اﻷزمة القائمة بينها وبين الدول الغربية الثلاث وفقا ﻷحكام القانون الدولي وبما لا يتعارض واحترام سيادتها،

They expressed their solidarity with Libya and called upon the three Western States involved to respond to the positive initiatives calling for dialogue and negotiations and a fair and impartial trial of those accused, to be held in a neutral country agreed upon by all parties.
وعبروا عن تضامنهم مع ليبيا، ووجهوا النداء إلى الدول الغربية الثلاث المعنية بالاستجابة إلى المبادرات اﻹيجابية التي تدعو إلى الحوار والمفاوضات، وﻹجراء محاكمة عادلة ونزيهة للمشتبه فيهما في دولة محايدة يتم الاتفاق عليها من جميع اﻷطراف.

The denial of this by the three Western States is not based on logic or law and reflects an obduracy that can lead only to a further accumulation of the human and property losses to which the Libyan Arab people and neighbouring peoples are exposed, as well as to intensification of the suffering of the families of the victims.
وإن رفض ذلك من قبل الدول الغربية الثلاث لا يستند الى منطق أو قانــون، ويعبــر عــن تعنــت لا يؤدي إلا الى تفاقم الخسائر الانسانية والمادية التي يتكبدها الشعب العربي الليبي والشعوب المجاورة له، بالاضافة الى تعميق معاناة أسر الضحايا.

These initiatives are aimed at finding a solution which meets the requirements of Security Council resolution 731 (1992) and settling the dispute between the Libyan Arab Jamahiriya and the three Western States over the means of implementing that resolution.
وتهدف هذه المبادرات الى إيجاد الوسيلة المناسبة لتنفيذ قرار مجلس اﻷمن ٨٣١ )١٩٩٢( وكذلك الى حل خلاف الدول الغربية الثلاث مع الجماهيرية العظمى حول كيفية تنفيذ هذا القرار.

Regretting the persistence of the three Western States in their posture of continuing to impose sanctions despite the practical initiative taken by the Council of the League of Arab States, the positive response of the Jamahiriya thereto and its full compliance with the demands of Security Council resolution 731 (1992),
- وإذ يأسف لاستمرار الدول الغربية الثلاث في موقفها من مواصلة فرض العقوبات بالرغم من المبادرة العملية التي قدمها مجلس جامعة الدول العربية والتجاوب الذي أبدته الجماهيرية مع هذه المبادرة، واستجابتها الكاملة لمتطلبات قرار مجلس اﻷمن رقم ٧٣١ )١٩٩٢(.

Expressing its regret that the three Western States are persisting in their stand for the continuation of the sanctions, in spite of the peace initiative put forward by the Council of the League of Arab States, Libya's positive response to this initiative and its full compliance with the requirements of Security Council resolution 731 (1991),
وإذ يعرب عن أسفه لاستمرار الدول الغربية الثلاث في موقفها من مواصلة فرض العقوبات بالرغم من المبادرة السلمية التي قدمها مجلس جامعة الدول العربية، والتجاوب الذي أبدته ليبيا مع هذه المبادرة واستجابتها الكاملة لمتطلبات قرار مجلس اﻷمن ٧٣١ )١٩٩١(،

5. The Jamahiriya affirms that the reversion of the three Western States to the language of intimidation and blackmail, as in their latest declaration, does not advance the goal that the United Nations is seeking to achieve, namely the peaceful settlement of disputes between States, respect for international norms and conventions and regard for the sovereignty of States.
٥ - وتؤكد الجماهيرية بأن عودة الدول الغربية الثلاث إلى لغة التهديد والابتزاز كما جاء في بيانها اﻷخير لا يخدم الهدف الذي تسعى اﻷمم المتحدة لتحقيقه والمتمثل في حل المنازعات بين الدول بالطرق السلمية واحترام القوانين واﻷعراف الدولية والحرص على سيادة الدول والذي تمثل لغة الحوار الجاد بين أطراف النزاع من أجل الوصول إلى حلول سلمية ومرضية لكافة اﻷطراف أول خطواته.

The good faith of the three Western States and the sincere efforts which we have no doubt the Charter of the United Nations authorizes you to make and also paragraph 4 of Security Council resolution 731 (1992) and paragraph 14 of resolution 883 (1993) are, without a doubt, all elements which will make it possible to reach a settlement that respects international legality and preserves Libyan sovereignty and the honour of its people.
إن توفر النوايا الصادقة لدى الدول الغربية الثلاث وكذلك جهودكم التي لا نشك في صدقها والتي خولها لكم ميثاق اﻷمم المتحدة، وكذلك الفقرة العاملة رقم )٤( من قرار مجلس اﻷمن رقم ٧٣١ )١٩٩٢( والفقرة العاملة رقم )١٤( من قرار مجلس اﻷمن رقم ٨٨٣ )١٩٩٣( أن كل هذه العناصر ستساعد دون شك في التوصل الى حل يراعي الشرعية الدولية ويحفظ سيادة ليبيا وكرامة شعبها.

Noting with regret the disregard of the three Western countries for all successive resolutions adopted by the regional organizations expressing their support for a just and equitable settlement of the dispute,
وإذ يعرب عن أسفه لتجاهل وعدم مبالاة الدول الغربية الثلاث لكافة القرارات المتعاقبة التي اتخذتها المنظمات اﻹقليمية وعبرت فيها عن دعمها ﻹيجاد حل منصف وعادل للنزاع،

The way the three Western countries have sentenced my country has to do, first of all, with the arrogance of power and hegemony and with the old mentality that prevailed in the past, especially in the cold war era.
إن أساليب اﻹدانة التي اتخذتها الدول الغربية الثلاث ضد بلادي لها أسباب تتعلق أولا بغطرسة القوة وبالهيمنة وبالعقلية القديمة التي سارت خاصة في أثناء الحرب الباردة.

The meeting adopted a statement, a copy of which we are transmitting to you herewith (see enclosure), affirming the solidarity of the Arab and African countries with the Libyan position and calling upon the three Western countries concerned to respond to it positively and with understanding.
وصدر عن الاجتماع المشترك بيان ـ نرفق لسيادتكم نسخة منه ـ يؤكد تضامن الدول العربية واﻷفريقية مع هذا الموقف الليبي، ويدعو الدول الغربية الثلاث إلى التعامل معه بإيجابية وتفهم.
