When President Laurent Kabila came to power it was mutually agreed between Uganda and the Democratic Republic of the Congo that our two armies would jointly operate in the eastern part of the Democratic Republic of the Congo to contain and eventually remove the bandits who were using the bases they had in the area to destabilize Uganda.

Bearing this in mind, I urge the Government of the Democratic Republic of the Congo to withdraw all perpetrators of child rights violations, irrespective of their rank, from the military chain of command and hold them accountable for their crimes against children, including recruitment and use and sexual violence against children.

Encourages the Government of the Democratic Republic of the Congo to continue to take appropriate measures to address the threat of criminal networks within the Armed Forces of the Democratic Republic of the Congo involved in illegal economic activities, such as mining, undermining their capacity to protect civilians in the eastern part of the country;
