Japan’s change of government in 2009 – when the Democratic Party of Japan (DPJ) broke the almost uninterrupted monopoly on power held by the Liberal Democratic Party (LDP) since 1955 – was not a revolution. But, rather like the election of the first black president of the United States, it was fizzing with popular expectations, promising a fundamental shift from the past.

This prospect may seem surprising, given that Japan has already lost two decades since its economy’s bubble burst in the early 1990’s. But, after a short-lived non-LDP government, successive coalition governments until 2009 had the LDP at their core.

As a former finance minister, deputy prime minister, and the product of a grass-roots civil-society movement, Prime Minister Kan has his work cut out for him, particularly as it is rumored that Ozawa intends to topple him in the autumn. The likely ongoing instability within the DPJ makes it all the more important that the LDP seriously reform itself.
