In the absence of a specific treaty regime either banning cluster munitions or at least regulating their use States will obviously rely upon general principles in support of their view on these weapons.

Comment: " Accuracy " of cluster munitions or sub munitions describes the capability to ensure that the effect of the cluster munitions takes place only within the pre-defined target area.
