وإذ يشير إلى أن جميع الاشخاص الذين يرتكبون أو يحرضون على ارتكاب انتهاكات جسيمة للقانون اﻹنساني الدولي سيكونون مسؤولين شخصيا عن ارتكاب هذه الانتهاكات وينبغي أن يتحملوا المسؤولية عن ذلك،

وتفيد التقارير بأن الأفراد الذين يرتكبون أو يعتقد أنهم يرتكبون جريمة سياسية يؤخذون رغم إرادتهم أو قسراً إلى مرفق استجواب، ويحتجزون، ويتعرضون عادة للتعذيب على أن يتم الحصول على اعتراف.

It reaffirmed that persons who perpetrated or authorized crimes against humanity or other violations of international humanitarian law were individually responsible for those violations and that those in positions of authority who had failed to ensure that persons under their control complied with the relevant international instruments would be held accountable, together with the perpetrators.
وأكدت من جديد أن اﻷشخاص الذين يرتكبون أو يأذنون بارتكاب جرائم في حق اﻹنسانية وغير ذلك من انتهاكات القانون اﻹنساني الدولي يكونون مسؤولين مسؤولية فردية عن تلك الانتهاكات، وأن من يشغلون مراكز السلطة ولا يكفلون امتثال اﻷشخاص الخاضعين لسلطتهم للصكوك الدولية ذات الصلة يكونون أيضا مسؤولين مع مرتكبي الانتهاكات.

Indeed, as indicated in the preceding paragraphs, the existing texts do not specifically refer to funds and other financial assets or economic resources of persons who commit, or attempt to commit, terrorist acts.

٦ - تؤكد من جديد أن جميع اﻷشخاص الذين يرتكبون أو يسمحون بارتكاب أعمال إبادة اﻷجناس أو غيرها من الانتهاكات الجسيمة للقانون اﻹنساني الدولي أو الذين يتحملون مسؤولية ارتكاب انتهاكات جسيمة لحقوق اﻹنسان، هم فرديا مسؤولون وملزمون بتبعة تلك الانتهاكات؛

Section 11A of the amended Act provides for the freezing of funds of persons who commit or attempt to commit, or who facilitate or participate in or finance acts of terrorism - or of any person who is controlled directly or indirectly by, or who acts on behalf or at the direction of the first-mentioned person.
