Recalling its general comment No. 34 (2011) on freedoms of opinion and expression, as well as its previous concluding observations (CCPR/CO/70/PER, para. 16), the Committee recommends that the State party fully guarantee the right to freedom of opinion or expression in all its forms.

The Working Group also refers to its report from the official visit to Viet Nam in 1994, where it is pointed out that the wording of certain criminal offences was " so vague that it could result in penalties being imposed not only on persons using violence for political ends, but also on persons who have merely exercised their legitimate right to freedom of opinion or expression " (E/CN.4/1995/31/Add.4, para. 58).

60. Freedom of religion or belief and freedom of opinion and expression are interdependent, as is the whole body of human rights norms.

Such actions are clearly incompatible with States' obligations under international human rights law, and often create a broader " chilling effect " on the right to freedom of opinion and expression.
