24. Following the inconclusive preparatory meeting in Tehran, President Rakhmonov and Mr. Nuri exchanged letters on the subject and, once again, reiterated their willingness to meet in Moscow, informing my Special Representative of this.

On 10 and 11 December, President Rakhmonov and Mr. Nuri met in Khusdeh, northern Afghanistan, for a preliminary meeting prior to a summit meeting to be held in Moscow.

3. President Rakhmonov and Mr. Nuri also initialled the text of a draft agreement to be signed at the formal meeting in Moscow.
٣ - وقد وقﱠع أيضا الرئيس رخمونوف والسيد نوري باﻷحرف اﻷولى على نص مشروع اتفاق من المقرر أن يوقﱠع عليه في اجتماع رسمي في موسكو.

4. The summit meeting between President Rakhmonov and Mr. Nuri began in Moscow on 21 December. On 23 December, the two leaders signed two documents.
٤ - وقد بدأ اجتماع القمة بين الرئيس رخمونوف والسيد نوري المعقود في موسكو، في ٢١ كانون اﻷول/ديسمبرز ووقﱠع الزعيمان على وثيقتين في ٢٣ كانون اﻷول/ديسمبر.

Despite an order by President Rakhmonov for the Brigade to return to base, fighting broke out between the two forces in the morning of 9 December, resulting in the take-over of Tursunzade's administrative building by the Rapid Reaction Brigade.
ورغم أن الرئيس رخمونوف أصدر أمرا للواء بأن يعود إلى قاعدته، فقد اندلع القتال بين القوتين في صباح يوم ٩ كانون اﻷول/ ديسمبر وأدى إلى استيلاء لواء رد الفعل السريع على المبنى اﻹداري في تورسونزاده.

As a result, President Rakhmonov and Mr. Nuri agreed to meet in Moscow on 16 and 17 October, preceded by a preparatory working meeting of experts in Tehran.

33. On the other hand, I have taken note of the recent statements of President Rakhmonov and Mr. Nuri on their readiness to meet in northern Afghanistan and Moscow by the end of the year.

22. In mid-September 1996, my Special Representative had consultations with President Rakhmonov in Dushanbe and UTO deputy leader Himmatzodah in Islamabad on substantive and organizational aspects of arranging the meeting of the two leaders.

In subsequent meetings of my Special Representative with Mr. Nuri in Tehran from 22 to 25 November and with President Rakhmonov in Dushanbe, an agreement was reached to hold a preliminary meeting between President Rakhmonov and Mr. Nuri on 9 December in northern Afghanistan.

He met with opposition field commanders present in the Karategin Valley and briefed them on the outcome of the preliminary meeting between President Rakhmonov and Mr. Nuri, with a view to securing effective implementation of the ceasefire agreement. Tensions in the valley greatly subsided as a result of the meetings and as a gesture of goodwill opposition commanders released several government servicemen they had been holding prisoner.
وعقد اجتماعا مع قادة المعارضة الميدانيين الموجودين في وادي كاراتغين وأبلغهم نتائج الاجتماع التمهيدي الذي عقد بين الرئيس رخمونوف والسيد نوري، بغية تأمين التنفيذ الفعلي لاتفاق وقف إطلاق النار، وقد خففت هذه الاجتماعات إلى حد كبير من حدة التوتر، وقام قادة المعارضة بإطلاق سراح عدة جنود من جنود الحكومة كانوا يحتجزونهم، وذلك ﻹبداء حسن نيتهم.

25. However, given the serious deterioration of the situation in the country in the last few days, as described above, the prospects for the meeting between President Rakhmonov and Mr. Nuri, scheduled for 9 December in northern Afghanistan, and for subsequent preparatory talks and the meeting of the two leaders in Moscow seem increasingly uncertain at the time of writing.
٢٥ - على أنه إزاء التدهور الخطير للحالة في البلد في اﻷيام القليلة الماضية، على النحو المبين أعلاه، يبدو بصورة متزايدة أن احتمالات عقد اجتماع بين الرئيس رخمونوف والسيد نوري في ٩ كانون اﻷول/ ديسمبر في شمال أفغانستان كما كان مقررا، وكذلك المحادثات التحضيرية اللاحقة واجتماع الزعيمين في موسكو احتمالات غير مؤكدة وقت كتابة هذا التقرير.
