In presenting these articles, the Special Rapporteur stated that Chapter IV of part One of the articles on Responsibility of States for internationally wrongful acts deals with aid or assistance, direction or control and coercion by one State in the commission of the wrongful act by another State.
86- وذكر المقرر الخاص في معرض تقديمه لهذه المواد أن الفصل الرابع من الجزء الأول من المواد المتعلقة بمسؤولية الدول عن الأفعال غير المشروعة دولياً يتناول العون أو المساعدة، والتوجيه أو السيطرة والإكراه من جانب إحدى الدول في ارتكاب دولة أخرى لفعل غير مشروع دولياً.

23. His delegation fully supported the Commission’s decision to retain chapter IV of part One of the draft articles. The chapter dealt with a fundamental aspect of responsibility, the attribution of a wrongful act to a State.

Citing articles 4(b) and 67(1) CISG, the court stated that the Convention distinguished between the risk of loss, which it deals with in chapter IV of part III, and the transfer of title, which is beyond the scope of the Convention.
