The Temporary Chair, speaking on behalf of the Secretary-General, declared open the Thirty-fourth Meeting of the States Parties to the International Covenant on Civil and Political Rights, the main purpose of which was to hold two elections to the Human Rights Committee, in accordance with Part IV of the Covenant.

13. The idea of sending missions to countries that did not meet their obligations under the articles of Part IV of the Covenant was quite acceptable in principle but the best way to proceed needed to be worked out; that could take the form of an initiative on the part of the Committee or a recommendation by the Committee to the High Commissioner aimed at having her send someone on site in the context of a more general mission.

Arising from its obligation to monitor States parties' implementation of the Covenant on Economic, Social and Cultural Rights, for example, the Committee has, inter alia, a duty to clarify the scope of the Covenant's provisions and to reach out to United Nations specialized agencies and programmes as expressly anticipated by Part IV of the Covenant.
