وأشير إلى أن الفصل الرابع من الميثاق يمنح الجمعية العامة دورا هاما في حل المنازعات وتسوية اﻷوضاع بالوسائل السلمية وأن المقصود من اﻵلية المقترحة أن تشكل جهازا فرعيا لتلك الهيئة.

It is therefore clear that the role of the General Assembly and the 185 Member States is to monitor the activities of the Security Council and, in the light of that exercise, to make recommendations, as they are authorized to do pursuant to Chapter IV of the Charter.

Their consideration by the Committee would, in his view, constitute an important contribution to the ongoing efforts for the democratization of the Security Council, as well as the revitalization of the General Assembly, bearing in mind the functions entrusted to it under Chapter IV of the Charter in the area of the maintenance of international peace and security.
وأعرب عن رأيه في أن من شأن نظر اللجنة فيها أن يشكل مساهمة هامة في الجهود التي تبذل حاليا ﻹضفاء طابع الديمقراطية على مجلس اﻷمن فضلا عن إعادة تنشيط الجمعية العامة نظرا الى الوظائف الموكلة اليها بموجب الفصل الرابع من الميثاق في مجال صون السلم واﻷمن الدوليين.

33. Chapter IV of the Charter authorizes the General Assembly to consider the " principles of co-operation in the maintenance of international peace and security " brought before it by a Member State, the Security Council or a State that is not a Member of the United Nations and to make recommendations regarding such principles to Member States and/or to the Security Council.
33 - ويأذن الفصل الرابع من الميثاق للجمعية العامة بالنظر في " المبادئ العامة للتعاون في حفظ السلم والأمن الدولي " التي تعرضها عليها دولة عضو، أو مجلس الأمن أو دولة ليست عضوا في الأمم المتحدة وبتقديم توصيات بشأن هذه المبادئ إلى الدول الأعضاء و/أو إلى مجلس الأمن.

Mandates ranged from the restoration of peace by the peaceful means provided for in Chapter IV of the Charter, through the consolidation of peace in order to reestablish trust and cooperation between former belligerents, to the delicate task of imposing peace under Chapter VII, which implied a certain degree of coercion, when all peaceful means had failed.
وهكذا فإن مجموعة الولايات الموكلة اليها تمتد من إعادة إقرار السلم عن طريق تطبيق الوسائل السلمية التي ينص عليها الفصل الرابع من الميثاق الى تعزيز السلم الذي يستهدف إعادة الثقة والتعاون بين اﻷطراف المتنازعة السابقة، مرورا بالمرحلة الحرجة المتمثلة بفرض السلم بموجب الفصل السابع الذي ينطوي على اللجوء الى بعض التدابير القسرية في حالة فشل جميع الوسائل السلمية.

29. The working paper entitled " Strengthening of the role of the Organization and enhancement of its efficiency " , submitted by the Cuban delegation, also represented an important contribution to the efforts to democratize the Security Council and revitalize the work of the General Assembly, bearing in mind the functions entrusted to it under Chapter IV of the Charter in the area of the maintenance of peace and security.
٢٩ - وقال في السياق نفسه، إن وثيقة العمل المعنونة " تعزيز دور المنظمة وتحسين كفاءتها " التي قدمها الوفد الكوبي، تمثل إسهاما هاما في الجهود الرامية إلى إضفاء الطابع الديمقراطي على أعمال مجلس اﻷمن وإعطاء المزيد من الدينامية ﻷعمال الجمعية العامة بالنظر الى المهام المناطة بها بموجب الفصل الرابع من الميثاق في مجال صون السلم واﻷمن.
