9. Any Party may submit a proposal to amend Annex B in order to list a manufacturing process in which mercury or mercury compounds are used.

5. International trade with Parties in mercury or mercury compounds

2. Each Party shall allow the export of mercury or mercury compounds listed in Annex B only after the Party has:

3. For the purposes of this article, and paragraphs 1 and 2 notwithstanding, the use of mercury or mercury compounds in artisanal and smallscale gold mining shall not be considered a use allowed to any Party under this Convention.
3 - لأغراض هذه المادة، وعلى الرغم من أحكام الفقرتين 1 و2، لا يُعتَبر استخدام الزئبق أو مركّبات الزئبق في تعدين الذهب الحرفي والضيّق النطاق استخداماً مسموحاً به لأي طرف بموجب هذه الاتفاقية.

The import of mercury or mercury compounds listed in Annex B from a State not Party to this Convention only for the purpose of environmentally sound storage as set out in paragraph 1 of Article 4.

[4. Each Party shall not allow the use of mercury or mercury compounds at new facilities using the manufacturing processes listed in Annex D. Such facilities shall not be eligible for exemptions.]

[5. Each Party shall not allow the use of mercury or mercury compounds at new facilities using the manufacturing processes listed in Annex D. Such facilities shall not be eligible for exemptions.]
[5- لا ينبغي لكل طرف أن يسمح باستخدام الزئبق أو مركّبات الزئبق في مرافق جديدة باستخدام عمليات التصنيع المـُدرجة في المرفق دال. ولا يجوز أن تكون هذه المرافق موضع إعفاءات.]

2. Each Party shall not allow, by taking appropriate measures, the use of mercury or mercury compounds in the manufacturing processes listed in Part I of Annex B after the phase-out date specified in that Annex for the individual processes, except where the Party has a registered exemption pursuant to Article 6.
2 - لا يسمح أي طرف، من خلال اتخاذ تدابير مناسبة، باستخدام الزئبق أو مركّبات الزئبق في عمليات التصنيع المدرجة في الجزء الأول من المرفق باء بعد انقضاء موعد الإنهاء التدريجي المحدَّد في ذلك المرفق لفرادى العمليات، إلاّ إذا كان لدى الطرف إعفاء مسجّل عملاً بالمادة 6.

3. Each Party shall take measures to restrict the use of mercury or mercury compounds in the processes listed in Part II of Annex B in accordance with the provisions set out therein.
3 - يتخذ كل طرف تدابير لتقييد استخدام الزئبق أو مركّبات الزئبق في العمليات المدرجة في الجزء الثاني من المرفق باء، وفقاً للأحكام المحدّدة فيه.

4. The Secretariat shall, on the basis of information provided by Parties, collect and maintain information on processes that use mercury or mercury compounds and their alternatives, and shall make such information publicly available.
4 - تقوم الأمانة، استناداً إلى المعلومات المقدمة من الأطراف، بجمع وحفظ المعلومات عن العمليات التي تستخدم الزئبق أو مركّبات الزئبق وبدائلهم، وتجعل هذه المعلومات متاحة للجمهور.

5. Each Party with one or more facilities that use mercury or mercury compounds in the manufacturing processes listed in Annex B shall:
5 - على كل طرف لديه مرفق واحد أو أكثر يستخدِم الزئبق أو مركّبات الزئبق في عمليات التصنيع المدرجة في المرفق باء أن يقوم بما يلي:

(a) " Releases " means releases of mercury or mercury compounds to land or water;
