The Committee notes the establishment of new mechanisms aimed at improving the oversight of detention facilities and to prevent the recurrence of violence, such as the Board of Visitors for Inspection of Penal Institutions and the Review and Investigation Panel on Complaints by Inmates in Penal Institutions.
6- وتلاحظ اللجنة إنشاء آليات جديدة تهدف إلى تحسين الإشراف على مرافق الاحتجاز ومنع تكرار أعمال العنف فيها، كمجلس الزوار المعني بتفتيش المؤسسات العقابية وفريق الاستعراض والإشراف المعني بشكاوى نزلاء المؤسسات العقابية.

(b) The lack of authority of the Board of Visitors for Inspection of Penal Institutions to investigate cases or allegations of acts of torture or ill - treatment;
(ب) عدم تمتع مجلس الزوار المعني بتفتيش المؤسسات العقابية بسلطة التحقيق في القضايا أو المزاعم المتعلقة بأفعال التعذيب أو إساءة المعاملة؛

(b) The lack of authority of the Board of Visitors for Inspection of Penal Institutions to investigate cases or allegations of acts of torture or illtreatment;
(ب) عدم تمتع مجلس الزوار المعني بتفتيش المؤسسات العقابية بسلطة التحقيق في القضايا أو الادعاءات المتعلقة بأعمال التعذيب أو إساءة المعاملة؛

(6) وتلاحظ اللجنة إنشاء آليات جديدة تهدف إلى تحسين الإشراف على مرافق الاحتجاز ومنع تكرار أعمال العنف فيها، كمجلس الزوار المعني بتفتيش المؤسسات العقابية وفريق الاستعراض والتحقيق المعني بشكاوى نزلاء المؤسسات العقابية.

(d) Guarantee the independence of external monitoring of police custody, by measures such as ensuring that prefectural police headquarters systematically include a lawyer recommended by the bar associations as a member of the Board of Visitors for Inspection of Police Custody, to be established as of June 2007;
(د) ضمان استقلالية الرصد الخارجي لسجون الشرطة باتخاذ تدابير من قبيل قيام مقر الشرطة بشكل منتظم بتعيين محام تزكيه رابطة المحامين لعضوية مجلس الزوار المعني بتفتيش سجون الشرطة، المُقرر إنشاؤه اعتباراً من حزيران/يونيه 2007؛

Guarantee the independence of external monitoring of police custody, by measures such as ensuring that prefectural police headquarters systematically include a lawyer recommended by the bar associations as a member of the Board of Visitors for Inspection of Police Custody, to be established as of June 2007;
