With regard to article VII of the Treaty, the Netherlands believes that decision No. 2 of the 1995 Extension and Review Conference and the outcome document of the 2000 Review Conference reaffirm the need to establish additional nuclear-weapon-free zones, especially in regions of tension such as the Middle East.
أما فيما يتعلق بالمادة السابعة من المعاهدة, فإن هولندا تعتقد أن القرار رقم 2، الصادر عن مؤتمر عام 1995 لاستعراض المعاهدة وتمديدها، والوثيقة الختامية لمؤتمر عام 2000 لاستعراض المعاهدة يؤكدان مرة أخرى على ضرورة إنشاء مناطق إضافية خالية من الأسلحة النووية, ولا سيما في مناطق التوتر كالشرق الأوسط.

Indonesia had always attached great importance to article VII of the Treaty, which affirmed the right of all States to conclude regional treaties to ensure their security.
٧٩ - إن اندونيسيا أولت دائما عظيم الاهتمام للمادة السابعة من المعاهدة التي تؤكد حق جميع الدول في عقد معاهدات إقليمية لضمان أمنها.

21. Article VII of the Treaty states: " Nothing in this Treaty affects the right of any group of States to conclude regional treaties in order to assure the total absence of nuclear weapons in their respective territories " .
٢١ - تنص المادة السابعة من المعاهدة على أنه " ليس في هذه المعاهدة أي حكم يمس حق أية مجموعة من الدول في عقد معاهدات اقليمية تستهدف تأمين عدم وجود أية أسلحة نووية انطلاقا في أقاليمها المختلفة " .

Referring to regional measures to strengthen the non-proliferation regime, he emphasized that the creation of new nuclear-free zones was very important for the implementation of article VII of the Treaty and could, as previous cases had shown, lead to very substantial progress.
١٢٥ - واختتم السيد اودوفينكو حديثة بالتعرض للتدابير اﻹقليمية الرامية إلى تعزيز نظام عدم الانتشار، فأكد أن إنشاء مناطق لا نووية جديدة يكتسى أهمية بالغة بالنسبة إلى تطبيق المادة السابعة من المعاهدة ويمكن، على نحو ما بينته حالات سابقة، أن يعطي المسائل دفعة حقيقية.

2. The inherent right of any group of States to conclude regional arrangements with a view to eliminating nuclear weapons in their respective territories was one of the fundamental principles guiding the drafting process of the Treaty on the Non-Proliferation of Nuclear Weapons, and was later incorporated in article VII of the Treaty.
2 - مثل الحق الأصيل لأي مجموعة من الدول في إبرام اتفاقات إقليمية تهدف إلى القضاء على الأسلحة النووية في أراضيها أحد المبادئ الأساسية التي وجهت عملية صياغة معاهدة عدم انتشار الأسلحة النووية. وقد أُدرج هذا الحق فيما بعد في المادة السابعة من المعاهدة.

59. The Conference stresses the importance of the signature and ratification by the nuclear-weapon States that have not yet done so of the relevant protocols to the treaties that establish nuclear-weapon-free zones in order to assure the total absence of nuclear weapons in the respective territories as envisaged in article VII of the Treaty.
59 - يشدد المؤتمر على أهمية التوقيع والتصديق على البروتوكولات ذات الصلة الملحقة بالمعاهدات المنشئة لمناطق خالية من الأسلحة النووية من جانب الدول التي لم تقم بذلك بعد وذلك للتأكد من خلوّ أقاليمها بشكل تام من الأسلحة النووية وفق أحكام المادة السابعة من المعاهدة.
