71. In 2008, CAT requested Latvia to provide, within one year, information on its response to the Committee's recommendations contained in paragraphs 7 (fundamental safeguards), 8 (asylum-seekers), 11 (juvenile detention), 17 (prompt and impartial investigations).
71- طلبت لجنة مناهضة التعذيب إلى لاتفيا، في عام 2008، أن تقدم في غضون سنة واحدة معلومات عن استجابتها لتوصيات اللجنة الواردة في الفقرات 7 (الضمانات الأساسية)، و8 (ملتمسو اللجوء)، و11 (احتجاز الأحداث)، و17 (عمليات التحقيق السريعة والنزيهة)(139).

(c) Take measures to establish an effective, reliable and independent complaints mechanism to undertake prompt and impartial investigations into allegations of illtreatment or torture by police and other public officials and to punish the offenders;
(ج) اتخاذ تدابير لإنشاء آلية للشكاوى تكون فعالة ومستقلة ويعول عليها لإجراء التحقيقات السريعة والنزيهة في الادعاءات المتعلقة بإساءة المعاملة أو التعذيب على أيدي الشرطة وسائر الموظفين العموميين، ومعاقبة مرتكبيها؛

(f) The protective value of prompt and impartial investigations into allegations of abuse and, in particular, information about effective institutions, such as parliamentary or national human rights institutions, national preventive mechanisms or ombudspersons, as investigators, especially for monitoring activities, including unannounced visits, as well as the utility of permitting non-governmental organizations to conduct prison visits;
(و) القيمة الوقائية للتحقيقات السريعة والنزيهة في ادعاءات الاعتداء، وعلى وجه الخصوص، المعلومات المتعلقة بالمؤسسات الفعالة، من قبيل المؤسسات البرلمانية أو المؤسسات الوطنية لحقوق الإنسان، والآليات الوقائية الوطنية أو مكاتب أمناء المظالم، بوصفها جهات تحقيق، ولا سيما لغرض أنشطة الرصد، بما في ذلك الزيارات غير المعلن عنها، فضلاً عن أهمية السماح للمنظمات غير الحكومية بإجراء زيارات للسجون؛
