As most official travel for the International Tribunal for the Former Yugoslavia involves trips of a short duration (mainly to and from the countries of the former Yugoslavia for which the Tribunal was already benefiting from the most economical routing), the Committee was informed that significant savings arising from the new travel policy are not anticipated during the biennium.

During its informal consultations on 29 January, 23 February and 10 March 2004 the Committee considered the content of the new travel ban list to be established in accordance with paragraphs 4 (a) and 21 (d) of resolution 1521 (2003).

When making recommendations for new travel grants, the Board took into consideration that the main theme of the twenty-eighth session of the Working Group, held in Geneva from 16 to 20 June 2003, was contemporary forms of slavery related to and generated by discrimination, in particular gender discrimination (such as forced marriage, child marriage and the sale of wives).

18. The JIU notes that new travel policies have been adopted by the United Nations system since the issuance of its report in 1996 (JIU/REP/95/10, A/50/692), partially aimed at improving travel conditions, adapting existing policies to the rapid and drastic changes which have taken place in the travel industry and the negative impact on the quality of travel, as well as streamlining administrative procedures with regard to staff travel.
