٢ - ليس للدولة أن تأذن باستخدام السفن الرافعة لعلمها للصيد في أعالي البحار إلا في الحالات التي يكون بمقدورها مباشرة مسؤولياتها بفعالية فيما يتعلق بتلك السفن بموجب الاتفاقية وهذا الاتفاق.

4. Where there is a subregionally, regionally or globally agreed system of monitoring, control and surveillance in effect, States shall ensure that the measures they impose on vessels flying their flag are compatible with that system.
٤ - في الحالات التي يطبق فيها نظام متفق عليه على الصعيد دون اﻹقليمي أو اﻹقليمي أو العالمي للرصد والمراقبة والاشراف، تكفل الدول توافق التدابير التي تفرضها على السفن الرافعة لعلمها مع ذلك النظام.

1. A State shall ensure compliance by vessels flying its flag with subregional and regional conservation and management measures for straddling fish stocks and highly migratory fish stocks.
١ - تضمن الدولة امتثال السفن الرافعة لعلمها للتدابير دون اﻹقليمية واﻹقليمية لحفظ وإدارة اﻷرصدة السمكية المتداخلة المناطق واﻷرصدة السمكية الكثيرة الارتحال.

2. States Parties shall take measures consistent with this Agreement and international law to deter the activities of vessels flying the flag of non-parties which undermine the effective implementation of this Agreement.
٢ - وتتخذ الدول اﻷطراف تدابير تتمشى مع هذا الاتفاق والقانون الدولي لمنع أنشطة السفن الرافعة ﻷعلام غير اﻷطراف التي تقوض من فعالية تنفيذ هذا الاتفاق.

Obligation of the flag State or the State of registry to adopt laws and regulations to prevent, reduce and control pollution of the marine environment from or through the atmosphere, applicable to vessels flying its flag or vessels of its registry or aircraft, taking into account internationally agreed rules, standards and recommended practices and procedures. تلتزم دولة العلم أو دولة السجل باعتماد قوانين وأنظمة لمنع تلوث البيئة البحرية من الجو أو من خلاله وخفض هذا التلوث والسيطرة عليه بحيث تنطبق على السفن الرافعة لعلمها أو السفن أو الطائرات المسجلة فيها مع مراعاة ما اتفق عليه دوليا من قواعد ومعايير ومن ممارسات وإجراءات موصى بها.
