I should also like to express our deep appreciation to the outgoing President of the CD, Ambassador Amina Mohamed of Kenya, and Ambassador Rajmah Hussain of Malaysia for their contributions to the work of the CD.
كما أود أن أُعرب عن تقديرنا العميق للرئيسة المنتهية مدة رئاستها، السفيرة أمينة محمد من كينيا، والسفير راجماه حسين من ماليزيا لإسهامهما في أعمال مؤتمر نزع السلاح.

While I have the floor, I should like to take the opportunity to join other speakers in saying farewell to Ambassador Amina Mohamed and express our best wishes for her future endeavours.

While I still have the floor, I would like to join my colleagues in saying farewell to our dear colleague Ambassador Amina Mohamed, who has been a shining example of, I must say, African diplomatic women, especially in the work of the CD, as well as in her activities in the other multilateral forums.
وبما أن لدي الكلمة، فإنني أود ضم صوتي إلى زملائي لتوديع زميلتنا العزيزة السفيرة أمينة محمد التي كانت مثالاً رائعاً للمرأة الدبلوماسية الأفريقية، لا سيما في عمل مؤتمر نزع السلاح، وكذا في أنشطتها في محافل أخرى متعددة الأطراف.

Before I conclude, I would like to compliment Ambassador Amina Mohamed for her initiative and energy and her solid and sustained commitment and contribution to multilateralism, extending from international security and disarmament to trade and development issues, and wish her the very best for the future.
وقبل أن أختم بياني، أود أن أثني على السفيرة أمينة محمد لأخذها زمام المبادرة ولنشاطها والتزامها الراسخ والمستمر وإسهامها في النهج التعددي، الممتد من قضايا الأمن الدولي ونزع السلاح إلى قضايا التجارة والتنمية، وأتمنى لها كل التوفيق في مساعيها المقبلة.

I wish to make a statement on behalf of Ambassador Amina Mohamed, who had hoped to be here to deliver her statement personally, but due to circumstances beyond our control, it would appear that she is not able to make it, and she has asked me to make the statement on her behalf, which I will proceed to read.
وأود أن أدلي ببيان بالنيابة عن السفيرة أمينة محمد التي كانت تأمل في أن تكون حاضرة لإلقاء بيانها شخصياً، ولكن بسبب الظروف التي لا حيلة لنا عليها، يبدو أنها لن تكون قادرة على حضور المؤتمر، وقد طلبت إليَّ أن أُدلي ببيانها بالنيابة عنها، وهذا نصه:

I believe that the most effective way to do this is to share my analysis on the current status of the Conference with all member States, as well as to submit a few suggestions which I hope will be useful to my successor, Ambassador Amina Mohamed of Kenya, and to all other delegations, as they consider the most efficient manner to initiate next year's session so that the Conference is able to commence its substantive work at an early stage.
وأظن أن خير سبيل إلى ذلك هو أن أطلع جميع الدول الأعضاء على تحليلي للوضع الحالي للمؤتمر وأن أطرح بعض الاقتراحات، آملاًً أن تكون مفيدة لِخلفي، السفيرة أمينة محمد من كينيا، ولسائر الوفود، وهي تنظر في أنجع سبيل إلى مباشرة دورة السنة المقبلة بحيث يتمكن المؤتمر من بدء عمله الموضوعي في مرحلة مبكرة.

Similarly, and with equal enthusiasm, I would like to congratulate Ambassador Amina Mohamed, who with her diplomatic skill, her dynamism and her determination succeeded in mustering significant support among member States to intensify the work of the Conference and enable civil society to participate in this forum.
وبالمثل، وبنفس الحماس، أود تهنئة السفيرة أمينة محمد التي نجحت في حشد دعم كبير من الدول الأعضاء لتكثيف عمل المؤتمر وتمكين المجتمع المدني من المشاركة في هذا المحفل، وذلك بفضل مهارتها الدبلوماسية وحيويتها وعزيمتها.

I should like to pay tribute to my colleagues from the G-21, Ambassador Amina Mohamed of Kenya, Ambassador Rajmah Hussain of Malaysia, Ambassador Pablo Macedo of Mexico, Ambassador Khasbazaryn Bekhbat of Mongolia and Ambassador Omar Hilale of Morocco, for the able leadership and diplomatic skills with which they have conducted the proceedings of the CD during their tenures.
وأود الإشادة بزملائي من مجموعة ال21 السفيرة أمينة محمد من كينيا، والسفيرة رجمة حسين من ماليزيا، والسفير بابلو ماسيدو من المكسيك، والسفير خاسبازارين ببيخبات من منغوليا، والسفير عمر هلال من المغرب، الذين قادوا باقتدار وبمهارة دبلوماسية اجتماعات مؤتمر نزع السلاح أثناء فترات رئاستهم.

Under the presidency of Ambassador Amina Mohamed of Kenya the CD took a decision on enhancement of the engagement of civil society in the work of the Conference, under which non-governmental organizations will be allocated, after the adoption of a programme of work by the CD, one informal plenary meeting at its annual session to address the Conference.
فقد اتخذ أثناء رئاسة السفيرة أمينة محمد من كينيا قراراً بشأن تعزيز مشاركة المجتمع المدني في عمل المؤتمر يُسمح بموجبه للمنظمات غير الحكومية، بعد اعتماد مؤتمر نزع السلاح لبرنامج عمل، بإلقاء خطابات أمام جلسة عامة غير رسمية خلال دورته السنوية.

At the same time, I would like to take this opportunity to thank your predecessors, Ambassador Amina Mohamed of Kenya, Ambassador Rajmah Hussain of Malaysia, Ambassador Pablo Macedo of Mexico, Ambassador Khasbazaryn Bekhbat of Mongolia and Ambassador Omar Hilale of Morocco, for their untiring efforts during the 2004 session of the Conference to move towards a programme of work.

This morning I have the following speakers on my list for the plenary meeting: Ambassador Amina Mohamed of Kenya, with a general statement; Mr. Kjetil Paulsen of Norway, on small arms and light weapons; Ambassador Mike Smith of Australia, on weapons of mass destruction and terrorism; Ambassador David Broucher of the United Kingdom, on disarmament verification; and Mr. Marcelo Valle Fonrouge of Argentina, with a general statement.

There was a decision by the Conference under the presidency of Ambassador Amina Mohamed of Kenya on the enhancement of the engagement of civil society in the work of the CD; and there were informal plenary meetings under the presidencies of Kenya, Malaysia, Mexico, Mongolia, Morocco and Myanmar on the issues on the agenda and new and additional issues related to the agenda of the CD.
فهناك قرار اتخذه المؤتمر في ظل رئاسة السفيرة أمينة محمد من كينيا بشأن تعزيز اشتراك المجتمع المدني في عمل مؤتمر نزع السلاح؛ وهناك جلسات عامة غير رسمية عُقدت في ظل رئاسة كينيا وماليزيا والمكسيك ومنغوليا والمغرب وميانمار بشأن القضايا المدرجة على جدول الأعمال وقضايا جديدة وإضافية ذات صلة بجدول أعمال مؤتمر نزع السلاح.

Ambassador Mohamed then took a step from which I draw inspiration in trying to inject some new life into our Conference.
وقامت السفيرة أمينة محمد بعد ذلك بخطوة استلهمت منها محاولة إضفاء روح جديدة على المؤتمر.

Ambassador Mohamed also prepared the ground for the intensification of the Conference's work, which later that year made it possible to hold a series of informal plenary meetings aimed at reaching agreement on the programme of work.
كما مهدت السفيرة أمينة محمد السبيل أمام تكثيف أعمال المؤتمر، الذي سمح في وقت لاحق من تلك السنة بعقد سلسلة من الجلسات العامة غير الرسمية ترمي إلى التوصل إلى اتفاق بشأن برنامج العمل.
