In introducing the draft resolution, I would like to emphasize the determination of the presidency to pursue consultations, jointly with the incoming President of the Conference, Ambassador Rapacki of Poland, with a view to finding ways to rally consensus among Conference members, so that this unique multilateral negotiating forum can commence its work without any further delay.

I would of course hope to have the support of Ambassador Khan of Pakistan and of my successor Ambassador Rapacki of Poland in the drafting of the annual report of the Conference on Disarmament, as well as in the repeated efforts to determine whether it is possible to find a consensus in this negotiating forum that would finally make it possible to adopt a programme of work for the Conference on Disarmament.

I think we're conscious that we do need a sense of some compromise if we are going to move to this programme of work and again I think you were very right, Mr. President, in emphasizing or recalling in your own statement Ambassador Rapacki's view that the primordial purpose of the P6 activity this year was to bring us closer to consensus on a programme of work, and I think that must remain very prominent for us.
