I refer in particular to the statement of Ambassador Mahbubani, who spoke earlier. These are matters that we have discussed at great length on other occasions, especially when Singapore was a member of the Council.

I pay tribute to the initiative and energy of Ambassador Mahbubani and the delegation of Singapore in leading the Council in the production of a slimmer and more informative report.

In that respect, let me pay tribute to the efforts of Ambassador Mahbubani and the delegation of Singapore.

The report -- we are delighted to say -- has improved considerably and better corresponds to the wishes expressed by many Member States. We wish to thank the members of the Council for the work carried out, with a special mention for Ambassador Mahbubani.

We fully agree with Ambassador Mahbubani when he advocates the need for formalizing the system of drawing names to determine the speakers' list for public meetings.
وإننا نتفق مع السفير محبوباني تماما في دعوته إلى ضرورة إضفاء الصفة الرسمية على نظام القرعة لترتيب قائمة المتكلمين في الجلسات العلنية.

To take up the point raised by Ambassador Mahbubani at the beginning of our discussion, the Council may still be a conservative institution, but the progress achieved since its creation has been enormous, and that should be recognized.

The trend is clearly for the better, although Ambassador Mahbubani has expressed some views, to which we should remain very attentive, regarding the work of the Security Council.

With regard to the format of the document before us, I pay particular tribute to my friend Ambassador Mahbubani and the entire team from the Singapore mission for their efforts to give the report its current format, in response largely to the comments and criticisms made by Member States on the debate we held here on this subject last year.

In this respect, we consider that Ambassador Mahbubani's proposal that evaluation criteria be developed for the work of the Council, and that a methodology be used and research carried out that would yield figures and statistical data, would give the Council useful tools for the analytical evaluation that we would all like to see.

If we agree with the assessment made by our colleague Ambassador Mahbubani of Singapore, that an essential symbiotic relationship between the Security Council and the General Assembly exists, then we must accept the need to restructure the General Assembly, rather than revitalizing it.

Mr. De Loecker (Belgium) (spoke in French): My delegation would like to begin with a word of praise for the efforts that have been undertaken this year, particularly by Ambassador Mahbubani and his team, to shorten and make more substantive the report of the Security Council (A/57/2).
